In recent years, Turkey's quest for the status of great power has changed. So far, Turkey has been in quest of great power with different sources in the region. Especially in the framework of the quest for great power between 2011-2020, Turkey's Libyan policy has been an important issue. Especially in the Middle East and the Eastern Mediterranean, Turkey is independent of NATO. Although Turkey is a member of NATO, it is at odds with NATO in its strategy of seeking great power. This situation is still up to date. The AKP (Justice and Development Party) which came to power in 2002, sought to pursue a proactive and independent policy compared to the previous one. Although it is in the Western alliance, the foreign policy it has established and directed is independent of the West and does not coordinate with the West. Therefore, although Turkey is a NATO member, it uses its domestic sources independently in Libya. In this study, we examine Turkey's quest for great power on case study of the Libyan civil war in the period 2011-2020. And we focus on the question: Which groups have the most sources to advance the course of the great power of the Middle East? Domestic sources have been at the forefront of Turkey's quest for great power in the Middle East. Therefore, it matters what the domestic sources that support great power are and what they do. We examine the state of domestic sources in foreign policy within the framework of foreign policy theory, which is close to international relations discipline. Decision-making, decision-making bodies in foreign policy analysis come into prominence in this regard. Since the study is up to date, we believe that its contribution to the literature will also be important. We have noticed that there is little work on this question in the literature. Therefore, in this study, we try to fill the lack by working on this current question.
