Operations Quality Assessment in Regional Management Center

The final qualifying work is devoted to operations quality assessment in regional management center (using the example of the RMC of the Nizhny Novgorod region). The relevance of the chosen topic is due to the problem of interaction between the authorities and the population in the modern digital space, the problem of a formal and inert feedback system in the authorities, as well as the absence in the regions of a single center for collecting and processing citizens' appeals. The purpose of the work is to assess the operations quality in regional management center of the Nizhny Novgorod region on the basis of the developed assessment criteria to identify problems in its activities and prepare recommendations for their solution. The paper considers the theoretical aspects of organizing communications between the authorities and the population, studies the methodology of the regional management center, considers the practice of creating RMC in the subjects of the Russian Federation, as well as analyzes the activities of the RMC of the Nizhny Novgorod region and highlights the criteria for assessing the operations quality, for which the corresponding calculations are made. The analysis identified problems in the work of the RMC, to minimize which a number of recommendations were proposed, which are aimed at organizing the work of the RMC of the Nizhny Novgorod region as a single information and analytical feedback center in the region. In the conclusion, the results of the study are summed up, conclusions are presented on the issues formulated in the goals and objectives of the work. The final qualifying work consists of an introduction, three chapters, a conclusion, a bibliography and annexes.
