The relevance of the research topic lies in the fact that not only scientists, but the heads of many Russian institutions have recently begun to understand the importance of the «human factor» in the activities of Russian organizations. Without a well-established staffing system, it is difficult to respond to changing re-quirements in the healthcare system, establish favorable working conditions, ensure the possibility of promotion and the necessary degree of confidence in the future. We cannot say that the personnel policy is not conducted at all but the changes and transition stages are difficult; in a short time, it is necessary to build a whole system, develop new rules and standards. At the same time, one must not forget that the healthcare reform has changed; first of all, the changes have affected the organizational structures, there have been mergers and enlargements of medical organizations, manage-ment mechanisms have changed. The object of the research is the system of personnel training and professional de-velopment of human resources in the Russian healthcare system. The subject of the research is the existing problems in the system of personnel train-ing and professional development of human resources in the Russian healthcare system. The purpose of the research is to analyze the problems of personnel training and professional development of human resources in the Russian healthcare system, develop solutions for improving personnel training and professional development of human resources. The first chapter of the study examines the current situation in the system of person-nel training and professional development of human resources in healthcare, a theoretical analysis is applied. For this purpose, the importance of personnel training in healthcare and the current educational system will be described, and theoretical aspects will be analyzed. Subsequently, the results will be summed up and current problems will be identified. The second chapter is devoted to the current analysis of the healthcare system, the attitude of medical professionals to the healthcare system, the analysis of the strengths and weaknesses of the existing system.
