According to the International Standard Classification of Education (ISCED) 2011, Candidate of Sciences belongs to ISCED level 8 - "doctoral or equivalent", together with PhD, DPhil, D.Lit, D.Sc, LL.D, Doctorate or similar. Candidate of Sciences allows its holders to reach the level of the Associate Professor.
A post-doctoral degree called Doctor of Sciences is given to reflect second advanced research qualifications or higher doctorates in ISCED 2011.

Employment history
Since 2010, Mikhail has been a member of the Faculty of Law at the National Research University Higher School of Economics (HSE), and has served as a Professor since 2017. In 2021, he founded and has since headed the Chair of International Dispute Resolution at the HSE School of International Law.
His current academic projects include the Master’s Seminar “International Dispute Resolution,” which focuses on advocacy skills, professional conduct, and procedural strategies and is taught in English. He is a member of the Academic Council of the HSE Master's Programme on international trade and dispute resolution.
Previously, Professor Galperin taught commercial arbitration and civil procedure at St. Petersburg State University, where he also served as Assistant Provost for International Affairs; at the Russian Academy of National Economy and Public Administration, where he taught on the Executive MBA programme; and at HSE, where he coached Willem C. Vis International Commercial Arbitration Moot teams, including the team that won the 25th Moot in Vienna.
From 2011 to 2021, he was a key member of the team that initiated and organized the St. Petersburg International Legal Forum, a high-profile event that brought together leading legal professionals and scholars from around the world, with more than 5,000 participants from 100 countries in 2019.
Professor Galperin is the author of numerous articles and a frequent speaker on a wide range of legal topics. His comprehensive textbook, “Court Enforcement” has been published in seven editions and is used in more than 50 universities across the CIS countries.
In 2009, he was admitted as a member of the Chartered Institute of Arbitrators and the International Bar Association.
He is included in the list of arbitrators of the International Commercial Arbitration Court at the Russian Chamber of Commerce and Industry (ICAC), a world-famous arbitration institution established in 1932. He currently serves as Vice-President of the ICAC and as a member of its Governing Board.
Since 2023, he has served as a Delegate to UNCITRAL Working Group III on Investor-State Dispute Settlement Reform.
Legal Practice
With nearly 20 years of legal practice, Professor Galperin’s experience includes working with international institutions, serving as senior-level counsel to sovereign governments and public companies, arbitrating international commercial disputes, practicing at global law firms, and negotiating complex national and international legal instruments.
He has appeared before the Grand Chamber of the European Court of Human Rights, the Committee of Ministers of the Council of Europe, the Court of the Eurasian Economic Union in Minsk, and the Supreme Court of the Netherlands. As lead counsel, he has handled disputes before investment and commercial arbitration tribunals under the auspices of the PCA, SCC, ICSID, and CAM Santiago, with claims totaling USD 100 billion.
He served as Vice-Chairperson of the diplomatic session of the Hague Conference on Private International Law (HCCH), which adopted the landmark 2019 Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters.
Education
In 2005, he received his Law Degree from St. Petersburg State University, summa cum laude, ranking first in a class of 300 students. He was a Sobchak Foundation Scholar, published articles in the law school review, and headed the Student Civil Procedure Society.
