Measuring Science: a New Look from Vienna
Is big data going to replace conventional statistical observations of the science, technology, and innovation sphere? Participants of workshops hosted by the ISSEK and a number of partner research centres in Austria and Germany in Vienna on 6–7 March agreed that the role of statistics is only going to increase. The experts outlined the potential for cooperation in the scope of S&T research projects and educational programmes.

Creating 'Users' and Studying 'Non-users' of Technologies
The social sciences and the humanities are beginning to play an increasing role in technology and innovation studies: it becomes obvious that the long-term social effects of scientific and technological development are important side of it. Similar studies are gaining momentum in Russia. For instance, HSE ISSEK has been measuring public perception of science, technology and innovation indicators in the framework of 'Monitoring the Innovative Behaviour of the Population' for more than 10 years. It latest results were presented by Alena Nefedova at the International scientific-practical conference 'Russian User Studies' (November 29 – December 1, 2018, St. Petersburg).

Patents as Reference Points in the Search for Scientific Breakthroughs
The National Training Workshop for Technology and Innovation Support Centres’ personnel ended on 29 November, 2018 at the Higher School of Economics; it was organised by the World Intellectual Property Organisation (WIPO), Rospatent, and the Federal Institute of Industrial Property (FIIP), and lasted for three days at various venues. HSE experts presented their approaches to patent analysis, and legal protection of intellectual property. According to the workshop participants, the university’s research in patent statistics and big data analysis (which is playing an increasingly important role in the area) was most impressive, and contributed to extending knowledge horizons.

ISSEK Experts’ Participation in St. Petersburg International Economic Forum 2018
The St. Petersburg International Economic Forum (SPIEF) 2018 begins tomorrow. A representative delegation from the Higher School of Economics, and the HSE ISSEK will take part in the business and presentation programmes. In particular, the panel session 'Resources and Economics of Global Oceans' will be held on 25 May, which Leonid Gokhberg, First Vice Rector and ISSEK Director was invited to attend. On 25 and 26 May ISSEK experts will host two discussions at the HSE stand: 'Application of Big Data analytics to support strategic decision-making', and 'Doing science: how comfortable young researchers feel in Russian academia'.

In 2017 a leading international journal in the field, Scientometrics, published six papers by staff members of the HSE Institute for Statistical Studies and Economics of Knowledge describing application of various sociology of science and Foresight techniques for the purposes of studying driving forces and directions of scientific development.

Ever Fewer Russians View Science as Entirely Positive
This is the conclusion reached by researchers from the HSE’s Institute for Statistical Studies and Economics of Knowledge (ISSEK), based on a survey of people aiming to establish the level of trust members of the general public have in science and technology.
Russian User-Innovators: What and Why
Many Russians practice user innovation by developing their own inventions for use in everyday life, recreation, sports, etc. According to a study by Fursov and Turner conducted as part of the HSE ISSEK Monitoring Survey of Innovative Behaviour of the Population, the estimated share of user-innovators in Russia may be as much as 10%, which is substantially higher than in many other countries.
Information Society Indicators in the Russian Federation: 2016
This data book continues the series of annual publications by the Institute for Statistical Studies and Economics of Knowledge at the National Research University Higher School of Economics (HSE ISSEK). It presents statistical data on ICT infrastructure, activities of ICT sector enterprises, IT industry enterprises and content and media sector enterprises. It also presents indicators of ICT usage by enterprises, households, and individuals. Special sections contain international comparison.
Not Aware but Beware: Russians’ Paradoxical Attitude to Achievements in Research
Russians do not show much interest in information about science and technology, despite being certain that they are knowledgeable about the topic. And they differ from Europeans in this. The average proportion of those who read popular science journals in Europe is 4 times higher than in Russia, but Europeans are more modest in evaluating their awareness about achievements in research than Russians.

HSE Conference to Discuss Foresight Research from Russia to Singapore

Can Everything in Science Be Measured?
Giorgio Sirilli, Associate Research Director at Italy’s Research Institute on Sustainable Economic Growth of National Research Council (IRCrES), an active participant and former chair of the OECD Working Party of National Experts on Science and Technology Indicators (NESTI), and author of over 200 academic publications, gave an open lecture at HSE on January 21, 2015
