Course Syllabus

Abstract

The main focus of the course "Rural Development" is aimed at explaining the agrarian policy in Russia, studying the interests and incentives of the main participants of the social processes in rural settlements, assessing the impact of agrarian policy on employment and well-being of the rural population.

  • The course "Rural Development" is aimed at getting knowledge on the concept of rural development in Russia and the world, studying the theory and evolution of state support for rural development, taking into account world practice (EU, USA, Brazil, South Korea) and the possibility of applying its main elements in rural areas of the Russian Federation. An analysis of approaches to assessing the impact of politics on rural development will allow the graduates of the course in their practical work to formulate recommendations to the government, business, the academic community and civil society on the most rational use of budgetary funds to improve the quality of life of rural populations and the environmental situation in rural areas.

  • Knowledge of the available databases of indicators of rural development of Federal State Statistics Service of the Russian Federation (Rosstat), the World Bank, the OECD, the Ministry of Agriculture of the Russian Federation, the Ministry of Economic Development of the Russian Federation
  • Introduction to the theory, goals, objectives and mechanisms of rural development
  • Knowledge of the theory and evolution of state support for rural development, taking into account the world practice (EU, USA, Brazil, South Korea) and the possibilities of applying its main elements in rural areas of the Russian Federation
  • Knowledge of the main instruments and mechanisms of rural development policy in the Russian Federation, classification of measures in accordance with the existing classification of the WTO and the OECD
  • Systematization and analysis of existing tools and mechanisms of rural development policy aimed at developing rural employment, including alternative employment, and attracting labour force to the rural settlements : direct (aimed directly at developing rural employment and attracting labour force to the rural settlements), indirect (a side effect of which is any impact on rural employment)
  • Knowledge of the theoretical foundations and practical examples of the use of coefficients for assessing the level of the state support of rural areas
  • The study of criteria for determining the typology of rural areas (rural agglomerations), taking into account the existing national and foreign experience

  • The theory of rural development and the evolution of state support, the concept of sustainable development. Branch, territorial and redistributive models of rural development
  • Definition of rural areas: criteria for attribution to rural areas, typology according to the main climatic, spatial, geographical and socio-economic characteristics
  • International experience in rural development, including institutional innovations, social equalization, issues of rural population participation in the implementation of rural development programs
  • Rural territories of the Russian Federation: current state and main development challenges
  • Evaluation of the impact of public policy on rural development: methods and results
  • Measures of general support for rural development
  • The main indicators of rural development in modern Russia
  • Employment and income of the rural population
