The Digital Literacy course is a step-by-step guide covering various topics that will help you find your way around in the digital environment. We did our best to include the most essential insights and skills that can guarantee your success in the world of information technology. And we packed them all into one course. This course highlights some aspects that may seem simple but far from self-evident, like the parameters to keep in mind when looking for a new computer, the right ways to prevent online data theft, the inner workings of the Internet, and the laws that govern online activities. It also covers the basics of handling data and provides essential skills required for working with information sources, customizing table design, and doing simple analytics. Industrial Organization is the area of economics that studies the markets as institutions, the state of competition and strategic interaction among firms, the industrial policy and the business decisions firms make within the market framework. The course looks at the markets from three different perspectives: the economic theory, the applied business perspective and the institutional and legal perspective. The focus of the course is split equally between the economic theory and business perspective but there is a significant legal component incorporated in various topics. The course includes economic modeling, game theory, numerous real life examples and several case studies. We explore interesting topics of market organization such as negotiations, antitrust, networks, platforms, electronic markets, intellectual property, business strategies, predation, entry deterrence and many others. The basic objective of the course is to enable the student to understand the structure of markets and the nature of strategic competition. Knowledge in this course will be valuable for the students in acquiring managing and governance skills, enriching their understanding of the institutional framework of business, and improve their analytical ability in negotiations. Geopolitics is all around us, it happens every day. The course shows the connection between geography and international relations, the origins of geopolitical concepts and ideas, how countries view the world around them, why their views are different and how space and distance determine economic ties and security concerns. Students, employees of public and private companies involved in international activity, as well as simply curious people can find this course basic, but interesting and useful. This course introduces geopolitics – one of the ways to interpret and explain international relations in the modern world. To do this, you will study the origins of this discipline, as well as its concepts that determined foreign policy decisions in the XX century. After that, we will look at the most recent versions of geopolitics and how some of them can be used for critical analysis. The main goal of the course is to understand the geopolitical approach to international relations and learn how to use it to explain and predict events taking place at the regional or global level. This includes studying theories, using them for case studies, passing tests to assess knowledge and correct understanding of the geopolitical approach. The course has no prerequisites, though it is desirable that the listeners have an interest in international politics, know the world map well and the changes that took place there in the XX century. The course "Political Geography and the Modern World", which is held at the HSE before studying Modern Geopolitics and which was created to prepare students for the study of theories of international relations, can help you with this. An estimated test of 10-15 questions will take place every week. In the end of the online course there is a final exam in the form of test. The course allows you to interpret international events in different ways, evaluate and predict them from perspective of different geopolitical approaches.

This online course is an introduction into formal concept analysis (FCA), a mathematical theory oriented at applications in knowledge representation, knowledge acquisition, data analysis and visualization. It provides tools for understanding the data by representing it as a hierarchy of concepts or, more exactly, a concept lattice. FCA can help in processing a wide class of data types providing a framework in which various data analysis and knowledge acquisition techniques can be formulated. In this course, we focus on some of these techniques, as well as cover the theoretical foundations and algorithmic issues of FCA. Upon completion of the course, the students will be able to use the mathematical techniques and computational tools of formal concept analysis in their own research projects involving data processing. Among other things, the students will learn about FCA-based approaches to clustering and dependency mining. The course is self-contained, although basic knowledge of elementary set theory, propositional logic, and probability theory would help. This course designed at HSE University gives insights into the importance of multilingual learning in the linguistically and culturally diverse world. It is based on recent studies and case discussions. Several important questions are tackled during the course: • At what age should children begin to learn a second language? • Do bilingual and multilingual children show better performance at school? • How to distinguish between favorable and unfavorable language and education policies? • How are multilingual and/or multicultural classes different from usual ones and what obstacles do teachers and students have to deal with? • How can institutions enhance multicultural and multilingual education process? After finishing this course, the students will develop the following skills: • assess different teaching methods used in multilingual and multicultural classrooms; • assess different language approaches and organizational tactics employed in multilingual learning environment; • gain deeper understanding of the demands pupils have in a multilingual/multicultural classroom; • apply the theory from the online lectures in multilingual/multicultural classrooms; • work with the immigrant students or those who have a minority language as L1. This course will be useful primarily for teachers, students specializing in education/language and linguistics, researchers in language/education policy as well as for those who want to grasp the multilingual approach. Introduction to Political Philosophy is primarily aimed at first- and second-year undergraduates interested in moral, political and social philosophy, along with high school students and professionals with an interest in humanities. The objective of the course is to familiarise the students with the main ideas and themes of Western Philosophy from the Ancient Greeks to the present day with a special focus on moral, social and political problems. The course also touches upon the ideas in metaphysics, ontology and religious philosophy, but only to extent that these conceptual areas illuminate moral and political issues. The course aims to broaden the students background to help prepare them for more advanced courses, including the second year course Modern Political Theory and third year course in International Political Theory. Man is born free and yet everywhere he is in chains. We cherish individual liberty, and yet we find our deepest values & commitments largely shaped by the societies into which we are born. We want to be happy, and yet apparently, we are unable to flourish outside of a well-ordered community of our fellow human beings. Such is the nature of human condition – our political nature – and therefore the fundamental problem of political philosophy. Colleagues! Greetings and welcome to the course! My name is Alexander Koryagin, I am a Lecturer in Philosophy of Science & Political Theory at HSE. In the next 16 Lectures I will guide you through the most fundamental questions discussed by the foremost minds of the Western Political Philosophical Tradition. We shall begin from the foundation of our discipline in Plato & Aristotle, with their emphasis on the flourishing of human excellence in well-constituted poleis. We shall then continue through the Enlightenment optimism of Hobbes & Rousseau, the strength of the Nation derived only from the free & eager consent of the Citizens, the free consent to the rational laws. Finally, we shall arrive at the anxiety and the suspicion of the Modern Critical Tradition of Marx, Nietzsche, Foucault – their unmasking of the ideological indoctrination, of the progressive exploitation, of alienation and of ultimate potential self-destruction of humanity enslaved by the structural pursuit of efficiency for the sake of efficiency. Some of the questions that we shall discuss in our course are: - to what extent: societies enable, or restrict our individual flourishing? - are we in control of our destiny, or is human nature merely a product, of larger structural forces of Biological & Cultural Evolution? - are we progressing, towards a more enlightened society; or towards self-destruction? - what should be the balance between reform (maybe even revolution); and conservatism? Why study Political Philosophy? In many ways, a strange question!.. If you do not think for yourself, others think for you. Is the unexamined life worthy of a human being? “What are we? Where do we come from? What does the future hold? And what can we do about it, individually and collectively?” Colleagues, let me invite you into the dialogue, to examine these fundamental questions in the company of the greatest minds of the Western Philosophical tradition.

This course is primarily aimed at first- and second-year undergraduate students interested in international relations and politics, along with other professionals who are motivated to learn about political geography. The course intends to provide an insight into the origin and history of political geography, while also engage with the modern-day developments and issues that directly pertain to the domain of political geographic thought.

This course offers an introduction into the public economics theory. It does not aspire to cover theories of taxation, public expenditures, regulation etc. at length and in-depth. Rather, our ambition is to give a bird's-eye view of central themes of public economics and related disciplines, and teach concepts, logic, and ideas, rather than methods of analysis, which would require an entirely different course format. Our choice of topics covered by the course reflects a trade-off between salience and centrality, on the one hand, and suitability for a brief online introductory course, on the other. The course content is neither comprehensive (which would be a "mission impossible" for virtually any public economics course"), nor representative of other such courses. With these limitations and caveats in mind, we encourage our students to continue their public economics studies in a more regular fashion, and see our role inter alia in motivating interest in such "continued education". The central theme of the course is the role of government as a mechanism of resource allocation which complements and augments markets. Governments are viewed as public agencies set to correct market failures. Such agencies however are prone to failures of their own, and hence markets and governments are two imperfect alternatives. We deal with government's limitations, with particular emphasis on those that have to do with informational asymmetry, limited administrative capacity, and imperfect accountability to society. Otherwise the course's man themes are economics of taxation, regulation, politics of public economics, incentives in government, and government vis-à-vis (civil) society. This distant HSE course provides an introduction to the study of the history, major teachings, and practices of the major Chinese religions and spiritual practices and is designed to give conceptual tools to appreciate diverse religious practice in the civilizations of the East. It covers the development of Buddhism, Taoism, Confucianism and wide range of popular and local religions. From historical perspective we will also explore the development of key theological, religious and philosophical doctrines as well as associated practices. An effort will be made to spend time on each tradition according to its importance to Asia as a whole. The aim of this online course is to convey fundamental information about elements of the Russian economic policy that have had influenced significantly on the today’s tendencies in the economic system in Russia. Basics of economics is a prerequisite in order to find out the main principles. So this is not just a story about Russia’s economy. Besides major goal of the course is to teach some outlines of economics as a science. Thus, the course will reveal common principles and instructions based on an analysis of features in the Russian economic history. This HSE course will introduce you into basic details of the post-Soviet economy and the place of transition in the elaboration of fundamentals of the modern Russian economy. So starting from the insights of the common problems of market reforms in Russia you will learn the economic peculiarities of today’s Russia as well. Understanding the features of the Russian economy will show the base of the most important changes in the economic history, modern situation and rank of Russian Federation in the world economy. Thus the lecturer will offer tools for analyzing the Russian economy in order to understand the business environment in Russia and to get remotely the skills required for working and investing in Russia. Nowadays, various economic indicators have a certain impact on our every day’s life - for example, rates of exchange, level of inflation and other factors determine how our income is distributed between saving and investing. Онлайн-курс для дистанционного изучения линейной алгебры на нематематических факультетах. Стандартный онлайн курс линейный алгебры, содержащий все необходимые для статистки и многомерного анализа приложения и алгоритмы, но не всегда содержащий подробные доказательства. Мы введём понятие линейности и линейного пространства, конечномерного пространства, линейного функционала, линейного оператора. Научимся оперировать матрицами, находить удачные базисы для линейных операторов (диагонализировать матрицу, если это возможно, найти жорданов базис в случае пространств небольшой размерности). Мы обсудим теорему Перрона-Фробениуса и ее приложение к индексированию страниц в интернете. Мы будем изучать квадратичные формы и их приведение к главным осям. Каждая лекция состоит из нескольких видеофрагментов, продолжительности примерно 10 минут, между ними короткие упражнения. К каждой лекции предполагается домашняя работа. Курс предполагает две контрольных работы – промежуточную и финальный экзамен. Мы предложим несколько дополнительных заданий для тех, кому стандартные задания курса покажутся простыми.
