Transfer of Dual Vocational Education and Training Policy from Germany into Non-European Nations: Cases of Egypt and Mexico

In light of socio-economic problems many countries are currently going through, it’s become clear that instead of creating new approaches on their own, it’s reasonable to resort to the experience of other nations that succeeded in implementing certain policies that enabled them to overcome economic instability or sustain economic growth and therefore to adopt ready-made practices, meaning carry out policy transfer. One of the main domains of modern policy transfer is education because an effective education system is considered as a prerequisite for economic growth and prosperity. Amid staggering youth unemployment rates around the globe, much attention was drawn to vocational education, especially to German dual VET system that combines in-school and in-company training and helps accelerate school-to-work transition. The appreciation of German dual VET went far beyond Europe as non-European nations such as Egypt and Mexico decided to adopt it to address internal issues. Thus this thesis aims to identify what distinguishes dual VET transfer from Germany into non-European nations and determine its role in German foreign policy agenda.
