For 2021’s First-year Students

Dear first-year students,

HSE Moscow Student Handbook for First Years is published here.

Below you will find a list of important steps, which you will need to complete at the beginning of the academic year to settle various organizational issues, so that your studies run smoothly and you can focus on learning.

1. Inform about your Covid-19 status

Students need to install the HSE App X (available in the AppStore and GooglePlay). We draw your attention to the need to use this particular service to inform about your covid status, because such functionality is no longer supported in other services. The form for filling out information about your statuses in the MyHSE Services Account is currently closed, all data from this form, if you filled it out earlier, were transferred to the HSE App X. In this regard, we ask you to check the correctness of the previously entered data in the mobile application and, if necessary supplement or adjust information if something has changed (for example, you have been vaccinated).


2. Check-in at the HSE dormitory (only for students admitted to state-funded places)

Since 2021 HSE dormitory is provided only for students with a 100% scholarship from the Russian government ('quotas'). Students who come to HSE University on academic mobility programmes will also be accommodated in one of HSE dormitories.

When: by August 31

Dormitory places will be allocated via applicants’ personal accounts. You will get access to the Dormitory section in your personal account, once you’ve completed the Enrolment Consent and Recognition of Foreign Education and (or) Qualifications sections. Therefore, by the time you visit International Admissions Office to submit your documents, a place at the dormitory will have already been assigned to you.

4. 
Receive a Student ID Card

Student ID cards will be issued at the study office on weekdays from 10:00 to 18:00. To make a student ID card students should provide a 3*4 cm photo (be sure to write your name on the other side) to the programme administrator Irina Gatina to the study office (room T522).
Student ID cards will be ready within 3-5 working days after submission of the photo and only after the issuance of the order of enrolment.



5. 
Receive a Library Card

Read the Library Use Policy at the link.

Fill in the online registration form here (you will need your student ID number and HSE corporate email address).

Within 3 working days you will receive a library card number by mail. If you have the HSE App X mobile application installed, the library card will automatically appear there as well.

You can borrow printed study books only by appointment on the HSE Library website.

Issue time from September 1 to September 30, 2021:
Monday - Friday from 10:00 to 17:00
Saturday from 10:00 to 15:00

To work in the reading rooms of the HSE Library, it is also necessary to pre-register for a visit on the HSE Library at the link.

Please note that most editions of educational literature are presented in the electronic resources of the HSE Library.

6. 
Receive a Moscow Social Card (for public transport discounts)

A social card can be obtained from a local office of the Moscow Multifunctional Centre (‘My Documents’).

Step 1: Check to see if your data has been included on the Moscow Social Register’s website: check the register of students/residents/doctoral students. (Your data will be transferred only after the admission directive is registered). 

Step 2: Complete registration on the www.mos.ru/en/ portal and submit an application for the issuance of a Moscow social card through your personal account. Applications are usually processed within 30 calendar days. You can check the status of your application through your personal account or by visiting here.

International students may submit an application for the issue of a Moscow social card in person at one of the My Documents centers (regardless of their place of residence or place of study).

Step 3: Pick up your Moscow social card from the My Documents centre that you selected when making an application for it. 

Important: if your personal data is not found in the Register after September 15, you should contact the programme administrator Irina Gatina (irgatina@hse.ru). 

7. Obtain a MIR Card from VTB Bank (only for international students who are entitled to bursary)

In partnership with Branch N. 7701 of VTB Bank, HSE University’s accountants oversee the issue of scholarship debit cards (note: these are not social cards) with free banking services and with a special HSE University design (our mascot, the Crow).

You must send to std@hse.ru:
- a photo/scan of a completed and signed application;
- a photo/scan of a notarized translation of your passport;
- a photo/scan of your temporary registration.

In the subject line of your e-mail, please state the following: «Issue of MIR scholarship card from HSE University, Year 1, 2021». A response will be sent with further instructions.

Students will be notified about the place, date and time for their card’s issue via their HSE University e-mail accounts.

8. Get electronic pass to the HSE buildings

In order to have your electronic ID badge issued students must present their Student ID card,and if a student ID card is unavailable (lost), please submit a certificate issued by your programme office.

9. Apply for a Certificate of Attendance (if necessary)

A certificate, confirming that you have been admitted to HSE University under the degree programme, shall be issued within 5 working days after an application is submitted.

How to apply for a certificate: write an email to the programme administrator Irina Gatina (irgatina@hse.ru).

When: after the issue of admission directive.


10. Activate you corporate email

HSE students are obliged to use corporate email @edu.hse.ru since all the official information re study process will be sent only there. Information regarding your corporate emails will be sent to your private emails by the 1st of September (please check your spam folder). Your password is Edu and numbers from your student ID card (example: if the number of your student ID is М191МУПЧР001 then your password is Edu191001). After first entry you should change your password.
