In the book "Rules of the game on a voluntary basis. Power and voluntary public organizations in the USSR in the 1960s–1990s." (ed. G.A. Yankovskaya; Perm, 2023) published an article by Ekaterina Boltunova and Galina Egorova “All-Union/All-Russian: an unrealized project for the creation of the Society for the Protection of Monuments of the USSR.”

Abstract:
The All-Russian Society for the Protection of Historical and Cultural Monuments was established in 1965. It was preceded by almost a ten-year period of massive public and institutional lobbying. The public movement started with a proposal to create an all-union Society in 1956, but this idea was never implemented. The article deals with the development of the all-union and all-Russian projects, showing the connection between them. The authors also research the stages of the projects’ institutional promotion and suggest why the all-union Society was never created.
