Course Syllabus

Abstract

This course introduces students to public policy in the management of ethnic and linguistic diversity. The aim of the course is to provide students with knowledge about ethnic and language policy in multi-ethnic societies and states, using Russia and other global cases as examples. Within the course framework, students will study both ethnic and linguistic composition of Russia and the world and learn to analyze the foundational legislation in the field of ethnic policy. Students will examine the influence of ethnicity, language, and nationalism as factors in politics at the local, national, and global levels through analyzing public administration and from the perspective of modern GR practices employed by public diplomacy institutions and civil society. The course is interdisciplinary in nature and is based on theoretical approaches and methods from social anthropology, political science, and sociology.

  • Comprehend the foundational theoretical paradigms for understanding ethnicity (primordialism, constructivism, instrumentalism, boundary-making) and critically evaluate their application in real-world policymaking
  • Conduct a comprehensive analysis of ethnocultural diversity within different dimensions: linguistic, religious, indigenous
  • Understand the international legal frameworks (European Charter for Regional/Minority Languages, international human rights law) and domestic governance mechanisms (federalism, autonomies, census-taking) used to manage diversity
  • Acquire empirical knowledge of how ethnocultural diversity is governed in the Russian Federation, including its historical Soviet legacies, contemporary legislation, territorial divisions (republics, okrugs, oblasts), and the specific challenges faced by its indigenous and minority populations

Assessment Elements

  • non-blocking Seminar participation
    Seminar participation implies the seminar performance assessment, carried out according to a 3-point system: 0 – absence, 1 – presence with no performance, 2 – a modest performance, few comments on the topic, 3 – meaningful comments on the topic, deep performance. Presence during lectures is not to be assessed. The amount of scored points is converted to a ten-point system in order to make it an element of the interim assessment. Thus, the maximum of possible scored points for seminar performance is 30 (which is 10 for this assessment element). As an element of assessment, it is not rounded, but counted with hundredths as it is. For example, 16 points for class performance makes 16/30*10 = 5,3. This result is multiplied by the weight of the element (0,25).
  • non-blocking In-class workshop
    Designing a Strategy in Governing Ethnocultural Diversity Students are divided into groups of 3-6 and work on provided cases during 30 minutes. Then they present their solutions and it is discussed within all participants of the class.
  • non-blocking In-class mid-term test
    The test is designed to assess how well students have mastered the key concepts of the course, learned to recognize issues, and identify the risks associated with different decisions in the field of managing ethnocultural diversity. The test consists of 7 tasks and takes 80 minutes.
