Abstract

Corruption is one of the most disturbing issues of contemporary social development. Administrative corruption questions the capability of a state to deal efficiently with the challenges it is facing. Political corruption makes the democratic process vulnerable to manipulation and abuse. Business corruption threatens competitiveness and undermines efficiency of the national economy. Overall, the states having high level of corruption are less competitive in the international arena.This course is devoted to the in-depth interdisciplinary analysis of corruption phenomenon and anti-corruption policy making and implementation. It provides both theoretical and practical perspectives on anti-corruption policy. It covers the perspectives of the society, the state, and the business; compares and contrasts the western and non-western cultural perspectives; and critically evaluates the experience from different parts of the world to demonstrate the complexity and the main anti-corruption policy challenges. The course is based on interactive teaching and groupwork case study.

Learning Objectives

To provide the students with thorough understanding of the corruption phenomenon in all its complexity
To inform the students of the contemporary anti-corruption regulation and policy at different levels and in spheres of life
To provide the students with the guidelines for opposing corruption in various real-life situations.

Analyzes anti-corruption initiatives, instruments, policies on the basis of Russian and international anti-corruption experience
Prioritizes anti-corruption measures and plans anti-corruption efforts according to the specific environment
Identifies corruption and corrupt behaviour in different contexts
Formulates personal attitude towards corruption and identifies the proper ways to confront corruption

Assessment Elements

Group work (Activities)
In-class activities in the form of group work cover the tasks, which require no prior preparation and are devoted to the topic of the lecture or seminar.
Discussions (Activities)
In-class activities in the form of discussions cover the tasks, which require prior preparation (materials either provided by the lecturer or found by the students) and are devoted to the topic of the lecture or seminar.
Anti-corruption case (Presentation)
Students develop an anti-corruption practice case on a topic of one of the classes. The cases should be devoted to a specific anti-corruption initiative, innovation, regulation, or experience (not general anti-corruption policy or program!). The cases will be presented during the classes (maximum 10 minutes per presentation), one case per regular classes, all the rest cases - during the concluding class. The presentations schedule and the preliminary topics for case preparation will be offered by the lecturer at the first class. Each case presentation is supposed to be followed by a Q&A session and discussion. Their results will be used for grading both the presenter and the audience. Presentations to be submitted via SmartLMS.
Anti-corruption research project defense
Students conduct an individual anti-corruption research project and defend the results during the exam. The research is to be related to anti-corruption policy and practical implementation of an anti-corruption innovation (in different spheres of public life). The topics are proposed by the students. The range of the topics is set by the syllabus, but is not limited to the topics explicitly mentioned there. The work is structured in the following way: 1) At the second class the preliminary topic proposals are discussed. 2) By the third class a brief justification of the relevance of the topic is submitted via SmartLMS. Changing the topic is possible only at this stage of the work. 3) By the fifth class the students submit a brief review of the relevant sources of information and data. 4) By the seventh class stakeholder analysis and actorness analysis are submitted. 5) By the ninth class the students submit SWOT analysis of the initiative in scope. The research report is written and submitted via SmartLMS. The report is supposed to comply to the regular HSE requirements for academic works. The structure and content of the report is flexible (will be discussed during the first class). The report needs to cover the selected topic extensively, professionally, with proper consideration of theoretical and practical issues of anti-corruption policy discussed during the classes. There is no recommended size requirement - the content is much more important, but the 2000-3000 words recommendation may be applied. The defense of the research results at the exam includes: 1) presentation of the key findings, extensive bibliography, and mandatory detailed slides (to be submitted via SmartLMS in ppt, pptx, pdf format); 2) discussion of the results with additional questions of theoretical and practical nature based on the relevant course material.
