Course Syllabus
Abstract
The course “Modern Technologies in China” offers an interdisciplinary examination of China’s contemporary technologies through the lens of industrial policy, the digital economy, and data governance. The course is devoted to a comprehensive analysis of China’s technological leap over recent decades. It explores the key technological domains and institutions shaping China’s development model, including artificial intelligence and big data, 5G/6G and telecommunications, the platform economy and fintech, and others. By the end of the course, students will be able to explain the logic of China’s industrial and digital policies, interpret the interconnections between technology, the economy, and security, and formulate well-grounded conclusions about how China’s technological development affects global markets, international regulatory regimes, and the global balance of power.
Learning Objectives
- Develop a systematic understanding of China's contemporary technological development as a product of industrial policy, market transformation, and digital governance.
- Examine how data, platforms, artificial intelligence, fintech, and regulation shape China's development model and external economic influence.
- Train students to analyze primary policy documents, legal texts, firm strategies, and international analytical reports.
- Build the ability to evaluate how China's technological development affects global markets, regulatory regimes, and international security.
Expected Learning Outcomes
- Be able to analyze China’s technological development as part of broader socio-economic and political processes in East Asia
- Be able to compare state priorities in technological development with the practices of Chinese companies, universities, and research centers
- Be able to identify the historical preconditions of China’s current technological priorities
- Be able to use Russian-language, English-language, and, where applicable, Chinese-language sources to analyze China’s innovation policy
- Have command of skills in preparing a concise analytical overview of China’s technological priorities
- Have command of interdisciplinary analytical skills for studying China’s technological modernization through the approaches of Oriental studies, political economy, history, and international relations
- Have command of basic skills in interpreting statistical, policy, and expert materials on China’s innovation development
- Be able to analyze China-US technological competition as a factor in the transformation of global politics and the world economy
- Be able to assess the impact of export restrictions and technological decoupling on Chinese companies, industries, and state policy
- Be able to identify risks and opportunities for Asian countries, Russia, and international business under conditions of fragmented technology markets
- Be able to prepare an evidence-based position on cases of technological conflict using academic, analytical, and regulatory sources
- Have command of skills in expert and analytical assessment of international technological conflicts
- Have command of skills in developing medium-term scenarios for the evolution of China-US technological competition
- Have command of skills in working with Russian, English, and, where applicable, Chinese-language sources on technology policy and international security
- Have command of skills in preparing an analytical brief on the risks of technological decoupling
- Be able to analyze China’s industrial policy as a system of institutions, incentives, and coordination mechanisms
- Be able to compare the goals of central planning with practices of regional implementation
- Be able to assess the effectiveness of specific industrial policy instruments using examples from particular industries or regions
- Be able to identify the relationship between technology policy, economic development, and public administration in China
- Have command of skills in analyzing policy documents, sectoral strategies, and regional initiatives of the People’s Republic of China
- Have command of skills in preparing a comparative table of industrial policy instruments
- Have command of skills in interpreting cases of central-local coordination in China
- Have command of skills in applying Oriental studies and political economy approaches to the analysis of development institutions
- Be able to analyze AI development in China as part of the state strategy of technological modernization
- Be able to assess the role of data, computing resources, talent, standards, and the regulatory environment in AI development
- Be able to compare the Chinese AI development model with American, European, and other Asian models
- Be able to critically interpret rankings, benchmarks, and expert assessments in the field of AI
- Have command of skills in analyzing state programs and expert materials on AI in China
- Have command of skills in preparing an analytical overview of the development of China’s AI ecosystem
- Have command of skills in working with quantitative and qualitative indicators of technological development
- Have command of skills in identifying the political, economic, and social consequences of AI implementation in China
- Be able to analyze China’s platform economy and fintech as part of the country’s socio-economic transformation
- Be able to assess the impact of digital platforms on consumer practices, financial infrastructure, public administration, and regulatory capacity
- Be able to compare China’s experience with mobile payments and digital currency with international approaches
- Be able to identify risks related to platform concentration, financial instability, data protection, and state control
- Have command of skills in analyzing cases of Chinese platform companies, fintech regulation, and digital currency
- Have command of skills in preparing an expert brief on the impact of digital financial technologies on state capacity and China’s economic development
- Have command of skills in working with regulatory, analytical, and statistical sources on China’s digital economy
- Have command of skills in conducting an interdisciplinary assessment of technological change at the intersection of Oriental studies, economics, political science, and international relations

- Topic 2. China-US technological decoupling and the political economy of technology.
- Topic 3. National innovation system and industrial policy instruments.
- Topic 4. China’s artificial intelligence strategy and state-supported AI ecosystems.
- Topic 5. Platform economy, fintech, mobile payments, and the digital yuan.
