Аннотация

Policy in science, technology and innovation (STI) is a broad direction of government policies enabling such priorities as economic growth, sustainable socio-economic development, social and industrial transitions, national security, and many others. The course provides basic ideas and approaches to STI policies. Starting with general definitions, it continues with key approaches to systematic problem statement and strategic design of STI policy. Policy levels, actors and activities, finance and other policy tools. These and other issues are being discussed both in the global context and by national cases. The course ends up with general approaches and specific methodologies enabling evaluation of STI policy effectiveness and impact. In addition to lectures, the course implies practical tasks including case-based work in teams. It will be useful to those students who wish to get aware of general STI policy making principles applicable to various domains, problem-oriented topics and national backgrounds.

  • Describe and explain the links between theoretical base, rationale, evidence base, targets, strategies, tools and effects of STI policies at basic level
  • Develop understanding of actual STI policies in different countries including Russia

  • Ability to structure STI policy cases and the analysis (Homework 1)
  • Ability to develop advanced STI policy evaluation cases (Homework 2)
