Course Syllabus

Abstract

The course is devoted to the new directions of the development of drug policies in the world-wide context with special emphasis on several regions. The course includes the analysis of international regulation and recent developments in the state-based regulation, medication, and prevention of substance abuse. While overviewing drug policies worldwide, this course pays special attention to the two extreme poles of approaching drug policies: harm reduction and prohibition-based policies. The former is the special focus of this course. DISCLAIMER: All the discussions and seminars are held in full accordance with the Russian legislative work. The course makes use of the MOOC “Drugs, drug use, drug policy and health” by the University of Geneva URL (available at: https://www.coursera.org/learn/drugs).

• The course aimed at discussing the problem of drug use and the regimes by which it is regulated worldwide.

• Understands the differences between the approaches to drug regulation
• Knows the regional specificities of drug policies
• Knows the international regulations of drug related policies
• Able to analyses the consequences of various law enforcement strategies
• Works with information: find, define and use the information from different sources which required for solving of research and professional problems (including the system approach)
• Able to identify the implications of various policy choices
• Student is capable of executing applied analysis of the political phenomena and political processes - by using political science methods - and in support of practical decision-making process.

Course Contents

• International drug control framework and its historical roots
  During this class, students familiarize themselves with the Russian legislative framework of regulation the drug use, drug policy. Class is also aimed to cover the basic international framework of drug regulations and its development from the 1920-s up until the current day. MOOCs videos to watch: Module 1: Video 1,5,6,7,8,9.
• Drug use and abuse worldwide
  Class is devoted to the epidemiology of drug use, World Drug Report, social correlates of drug use, and stigmatization. MOOCs videos to watch: Module 2: Video 3,7,9, Bonus Video.
• Prohibition-based policies: its effectiveness and consequences
  This class looks at prohibition-based policies in different countries. Different implications of this policy approach are viewed. Specific country cases are in the focus. MOOCs videos to watch: Module 4: Videos 1-8.
• Approaches to drug regulations: prevention, harm reduction, and treatment
  This class looks at different approaches to drug regulation such as prevention, harm reduction, and treatment. Different implications of this policy approach are analyzed. Specific country cases are in the focus. MOOCs videos to watch: Module 3: Videos 1-15.
• Cases for drug policies and reforms
  Class views the policy options for drug regulations and considers the existing policy studies of the policy change and policy effectiveness in various countries. MOOCs videos to watch: Module 5: Videos 2,3,4,5,7.
• Measuring the effectiveness of different drug policy reforms
  What constitutes effective drug policies? What are the alternative approaches to drug use regulations? How social scientists approach the analysis of drug policy and measure the effectiveness. MOOCs videos to watch: Module 6: Videos: 1-6.

Assessment Elements

• Weekly quizzes based on selected MOOCs lectures and seminars' literature
  The progress measured by the weekly quizzes and assignments based on the selected MOOCs lectures
• Seminars In-Class Participation
  Contribution to discussions at the seminars
• Group project
  An essay on the topic proposed by a group of students (and approved by the teacher)
• Final Exam
  The final exam is conducted in a written form

Interim Assessment

• Interim assessment (4 module)
  0.25 * Final Exam + 0.27 * Group project + 0.28 * Seminars In-Class Participation + 0.2 * Weekly quizzes based on selected MOOCs lectures and seminars' literature
