Course Syllabus
Abstract
The course is devoted to the new directions of the development of drug policies in the world-wide context with special emphasis on several regions. The course includes the analysis of international regulation and recent developments in the state-based regulation, medication, and prevention of substance abuse. While overviewing drug policies worldwide, this course pays special attention to the two extreme poles of approaching drug policies: harm reduction and prohibition-based policies. The former is the special focus of this course. DISCLAIMER: All the discussions and seminars are held in full accordance with the Russian legislative work. The course makes use of the MOOC “Drugs, drug use, drug policy and health” by the University of Geneva URL (available at: https://www.coursera.org/learn/drugs).
Learning Objectives
- The course aimed at discussing the problem of drug use and the regimes by which it is regulated worldwide.
Expected Learning Outcomes
- Able to analyses the consequences of various law enforcement strategies
- Able to identify the implications of various policy choices
- Knows the international regulations of drug related policies
- Knows the regional specificities of drug policies
- Student is capable of executing applied analysis of the political phenomena and political processes - by using political science methods - and in support of practical decision-making process.
- Understands the differences between the approaches to drug regulation
- Works with information: find, define and use the information from different sources which required for solving of research and professional problems (including the system approach)

- Drug use and abuse worldwide
- Prohibition-based policies: its effectiveness and consequences
- Approaches to drug regulations: prevention, harm reduction, and treatment
- Cases for drug policies and reforms
- Measuring the effectiveness of different drug policy reforms
