of Russian lawyers handle more than 25% of cases using a special procedure, i.e., choosing the tactic of cooperating with the prosecution.

In other words, they choose to cooperate with law enforcement agencies rather than asserting the rights of their clients during the period of defense. This speaks to the fact that within the framework of the law enforcement system lawyers have an extremely weak institutional position.

Approximately one third of lawyers choose the tactic of ‘confrontation’ with the law enforcement system (when fewer than 25% of cases are reviewed using a special procedure).

These data are presented in a report by Anton Kazun, Junior Research Fellow at the International Center for the Study of Institutions and Development, called ‘Tactics of Interaction with Russian Lawyers and the Law Enforcement System: Between Cooperation and Confrontation’.
