Technological foresight, as was repeatedly noted by the conference participants — Russian and international theorists and practitioners of foresight — is gradually institutionalising, developing specific rules and traditions.

In the late 1960s, Sheila Fitzpatrick was a graduate student from Oxford on the British-Soviet exchange at MGU, researching a dissertation on Lunacharsky. Her recent book (published by I.B.Tauris, 2013) tells this story from the vantage point of almost 50 years later, drawing on her diaries and letters home as well as her memories.

Imbalance between Responsibility and Control Slows the Economy Down

Contemporary Russia’s political system is becoming more and more similar to the Chinese one, while the Chinese economy is demonstrating stable growth and the Russian one is stagnating.  Andrey Yakovlev , Professor at the HSE Department of Theory and Practice of Public Administration, believes that the Chinese were able to effectively use the methods of governance they adopted from the USSR.
