Course Syllabus

Abstract

The course is focused on the formation of professional competence of students as future civil servants. The purpose of the course is to develop an instrumental view of governance as a social, economic and political system. The course discusses instrumental dimension of public administration and governance, fundamental tools of public administration, and new tools of public governance in contemporary world. Workshops are mostly devoted to policy analysis as the assessment tool. Students are encouraged to understand tasks, rules, and contemporary approaches to public policy analysis.

  • non-blocking Presentation on Experimental Design in Public Policy
    Prepare and deliver a detailed presentation analyzing an article that features an experimental design used to study a public policy issue. The presentation should critically examine the methodology, results, and implications of the research. Note that if the presentation is not delivered in class, the maximum grade achievable will be 7.
  • non-blocking Policy Experimentation Project: Designing Experiments for Impact in Public Administration
    In this project, students will engage in a comprehensive examination and application of experimental design to address real-world public policy issues. Students may choose to work individually or in groups of up to three. The project requires developing a detailed study from problem identification to analyzing findings with an emphasis on experimental integrity and ethical considerations. The project will be broken down into sequential segments, each to be completed weekly, with specific tasks and deliverables outlined for each. 1. Week 1: Problem Identification and Research Questions - Identify a significant issue in public administration. - Develop and articulate clear research questions addressing the problem. 2. Week 2: Literature Review - Conduct a comprehensive review of existing literature pertinent to the identified problem and research questions. - Synthesize findings to justify the necessity of the experiment. 3. Week 3: Hypotheses and Experiment Type Selection - Formulate testable hypotheses based on the literature review. - Choose an appropriate experimental design type that best suits the research questions. 4. Week 4: Identification and Selection of Participants + Variable Selection - Determine the selection criteria for participants. - Clearly define independent and dependent variables, ensuring they align with the hypotheses. 5. Week 5: Implementation of the Intervention - Detail the procedures for implementing the experimental intervention. - Outline any controls to be used. 6. Week 6: Data Collection Methods + Randomization and Control - Establish data collection methodologies. - Implement randomization to assign participants to experimental conditions and ensure control measures are in place. 7. Week 7: Data Analysis Plan + Ethical Considerations - Describe the statistical methods and tools that will be used for data analysis. - Address any ethical concerns associated with the experimental design and how they will be mitigated. Each group/student will work on the next block of the project weekly. Ahead of class seminars, peer reviewers (assigned reviewers from within the course participants) will read submissions and prepare constructive feedback. In weekly seminars, each group will present their progress. This includes: - Presenting the work completed in the week. - Responding to questions both from the peer reviewers and other seminar participants. - Receiving feedback from the designated peer reviewer. - Discussing within groups based on the feedback received to identify possible improvements or necessary modifications. After discussions, groups will finalize the weekly segment in preparation for the next phase. Each seminar aims to refine and advance the project through collaborative and critical engagement.
