The consumer’s orientation towards healthy diet depends on the concerted activities of producers and retailers, government policies in this area, and the ability of the consumer to make a food choice. At the same time, consumer orientation depends not only on the awareness – knowledge and motivation to make informed food choices, but also on the ability to make those choices, which is ensured by coordinated actions of companies and the state. In this thesis, we provide a critical review of approaches to identifying unhealthy and healthy food, as well as state regulation of companies' activities in the area of food production and sales. A critical review of the studies highlighted the need to reconcile the different interests of market players to ensure the regulation of the sale of unhealthy food. It also shows that sugar tax is one of the most widespread and unjustified instruments to make consumer buy healthier food. In order to solve this problem, a method for coordinating the interests of the state, companies and consumers was proposed, where optimum food prices can be calculated and appropriate tax rates justified.  Taking into account the importance of understanding consumer motivation, we obtain a classification of factors, influencing consumer food choice, considered on the basis of different methods of information collection. Highlighting the different types of information makes it possible to focus on those that require further analysis using different collection methods. The specific factors affecting food choices among young people, which are necessary for forming and adjusting eating habits during adulthood, are presented separately. We propose a basis for a comparative analysis of the factors influencing the consumer choice, in the case of sudden environmental changes, where price pretend to be the one of the most important external factors.  Given the need to coordinate actions of the parties involved, the price as a main factor influencing consumer food choice, and the sugar tax as a widespread instrument requiring justification, we introduce a multi-level decision support tool. The tool helps to determine a sugar tax rate maximizing social welfare and stimulating healthier consumer choice. We model the problem as a sequential process represented by a three-level mathematical program. On the upper level, the government decides on the tax rate. On the middle level, companies decide on product pricing. On the lower level, consumers decide on consumption given their preferences towards the products. The approach is very intuitive and easily implementable. We test the decision support tool using consumer panel data from a specific local market and draw conclusions for the sugar tax. The results can be useful to manufacturers and retailers developing marketing strategies, as well as in setting or adjusting government restrictions on the consumption of unhealthy food and in stimulating the sale of healthy one.
