HSE University now ranks among the top 3 universities in Russia for its programmes in Public Administration. The ranking has been published by the Interfax National University Ranking research group.

The ranking evaluates a total of 50 Russian universities. The Russian Presidential Academy of National Economy and Public Administration (RANEPA) took first place, while Lomonosov Moscow State University (MSU) came in second.

This is the second time the new ranking has been compiled. Since the ranking is still in the testing stages, its methodology has changed since last year. While the ranking previously took mostly research-related statistics into account, this year, the ranking considered additional statistical indicators regarding the programmes. Universities were evaluated in accordance with the following criteria: the number of undergraduate programmes or majors offered in Public Administration; the volume of their Scopus-indexed journal publications; the quantity of publications in journals included in the Russian Higher Attestation Commission list (HAC); the average number of paper citations in HAC journals by university faculty and researchers in the social sciences; the number of textbooks authored by university faculty; and the number of students graduating with distinction.
