This summer Alexander Sokolov, director of the HSE ISSEK Foresight Centre, took part in the International Panel of Futurists (IPF) in Morocco. The Royal Institute for Strategic Studies (IRES) invited a pool of experts to suggest long-term scenarios for the country’s development, taking into account emerging global technology and social trends and the quite strong role the traditional way of life plays in this Maghreb country.

HSE Experts Estimated Federal Policy’s Impact on Russian Cluster Initiatives

Evgeny Kutsenko, head of HSE ISSEK Russian Cluster Observatory, presented results of a study of Russian cluster initiatives at the 56th Congress of the European Regional Science Association (ERSA 2016) hosted in August by the Vienna University of Economics and Business.

R&D Expenditures in Russia and in the World’s Leading Countries

In 2015 Russia’s Internal R&D expenditures amounted to 914,7 billion roubles, with annual growth rate of 0,2% (in constant prices), or to 1,13% of GDP. The new issue in the “Science, Technology and Innovation” series compares internal R&D expenditures in Russia and in the leading countries of the world in 1995–2015.

One needs statistics to assess current state and possible development trends of the economy, which usually become available only after a certain lag. Possible approaches to quickly and accurately monitor the ever-changing economic situation were discussed at the CIRET conference, where the Higher School of Economics was represented by Tamara Lipkind, leading expert at HSE ISSEK Centre for Business Tendency Studies.

Education determines people's chances of success in life. Also it is the mechanism for the reproduction of the social stratification of the new generations. The form of the educational system in the country is related with skills distribution in society and the level of inter-generational social mobility. This is an important factor of income distribution of the population, which leads economic inequality. Therefore, the modern debates about educational inequality and policy in this area are important to reduce economic inequality.
