Tuition Fees and Scholarships for International Students
Information for applicants in 2026 will be updated in February 2026.
The tuition fee of the International Bachelor's Programme in Economics and Finance is from 225,000 to 900,000 RUB per year (depending on the level of tuition fee discount) in the academic year 2025/2026.
Tuition fee partial scholarships
ICEF BSs programme offers a flexible system of tuition fee discounts (patrial scholarships) for prospective international students and BSc international students with high academic achievement. Upon admission, you can receive a discount of 15, 30, 45, 60, 75% for the first year of study.
The size of a discount (partial scholarship) for freshmen is based on the entrance examination results or the results of various academic Olympiads.

To graduates of International Preparatory Programmes Centre (IPP), courses for continuing education such as Russian as a foreign language, provided by HSE University based on their results and subject to the provision of a document confirming successful completion of the respective programme

Partial scholarships based on entrance examination
Scholarship based on entrance examination to be provided to all applicants. It is calculated with the weighted sum for two entrance exams: Mathematics and English language.
Weighted sum is calculated as the sum of
exam mark for Mathematics multiplied by 2,
exam mark for English multiplied by 1.
Partial scholarships are assigned as follows based on weighed sum of entry examination results:
Weighted sum ≥ 265
Discount - 60%
Weighted sum ≥ 250
Discount - 45%
Weighted sum ≥ 240
Discount - 30%
Weighted sum ≥ 230
Discount - 15%
Partial scholarships are set for the first year of study.
Terms of receiving/extending scholarships on subsequent years
In subsequent years of study, the discount is assigned depending on the student's academic performance and their place in the final ranking for the year.
Starting from the second year of study, the following number of discounts for academic success is determined for each course:
100% discount on tuition fees - provided to 1 student,
75% discount on tuition fees - provided to 1 student,
60% discount on tuition fees - provided to 10 students,
45% discount on tuition fees - provided to 10 students,
30% discount on tuition fees - provided to 10 students,
15% discount on tuition fees - provided to 10 students,
