HSE and China’s National Institute of Education Sciences Launch Joint Education Project
Russian and Chinese researchers will join forces to study the two countries’ education systems and develop possible strategies for their further modernisation over the period to 2030, in a new joint project set to run for a decade.
The agreement between HSE and China’s National Institute of Education Sciences (NIES) was concluded on September 12 in Guangzhou during a meeting of the intergovernmental commission on cooperation, in the presence of the deputy Prime Ministers of Russia and China.
NIES is a research branch of the Chinese Ministry of Education. It is largely responsible for formulating the country’s education policy and consulting with local authorities in carrying out education reform and experiments. The NIES also publishes China’s leading academic journal in education and pedagogics.
The agreement between HSE and NIES is built around a joint project to carry out ‘Comparative analysis of possible strategies for the modernisation of education systems in Russia and China through to 2030’. Each year, research groups from the two countries will hold a conference on these and related issues, to which they will invite a broad range of experts.
The first such conference ‘The development of education in China and Russia in the early 21st century’ took place immediately after the agreement was signed. Over 100 specialists took part, including a significant group of researchers from the HSE’s Institute for Education and partner institutes. The project also envisages the publication of co-authored books about the current state of education in both countries.
‘A joint project like this with an organisation as authoritative as NIES gives us a rare opportunity to study the processes of educational transformation in a country, which will play a significant role in defining global developments over coming decades,’ said Isak Froumin, who heads the HSE’s Institute of Education. ‘Today, for example, China trains more engineers than the US and EU combined. This project is all about preparing comparative reviews of the education systems’ development overall, and targeted research into particular issues. The project also covers internships for young scholars and graduate students in partner institutes. We also plan to cooperate with the School of Asian Studies in implementing this project. We are grateful to its head, Alexey Maslov, for helping us launch this project. This project is unique in that we have agreed a set and uninterrupted term for it of ten years.’
Isak Froumin noted that a Centre for Comparative International Research in Higher Education is set to open at the Institute of Education, and the Chinese project is a particularly important part of this research.
The Master's Programme ‘Socioeconomic and Political Development of Modern Asia’ gives students the opportunity to study Asian countries not only in theory but in practice, thanks to academic mobility programmes at partner universities in China and other countries. In early December 2017, Beijing hosted an international law school student forum ‘One Belt – One Road’, which attracted students from European and Asian universities. Three students from the HSE Faculty of Law took part in the event. Danil Drozd, Natalia Subbotina, and Rozalya Sharipzyanova recently shared their impressions with the faculty’s news service.
The VII International Russian-Chinese Summer School on International Relations ‘Economic Instruments of Foreign Policy in the Modern World’ was held on July 6-13 at the HSE Faculty of World Economy and International Affairs (Moscow) in full cooperation with the East China Normal University (Shanghai) and with the support of the Gorchakov Fund.
The International Summer School on Educational Finance was held on July 3-10 in Beijing. The event was organized by HSE Institute of Education and the China Institute for Educational Finance Research, Peking University (CIEFR). Questions of educational financing were considered in the context of globalization and assessing students’ educational achievements.
On 5th February, American diplomat and political scientist Henry Kissinger visited the HSE Faculty of World Economics and International Affairs. On Kissinger’s initiative the meeting was organised as a seminar for a dozen or so of the brightest young academics at HSE, MGIMO and RAS institutes. The best master’s students were also invited. The event was chaired by Sergey Karaganov, Dean of the Faculty.
On 22 January, 2016 Judd Kinzley, Assistant Professor at the Department of History, University of Wisconsin-Madison, USA gave a presentation, ‘Wartime Atrocities and the Historical Legacies of World War II in China’at the academic seminar of the HSE International Center for the History and Sociology of World War II and Its Consequences.
Last week, the Summer School on Russian-Chinese Business: Cultural and Legal Aspects came to an end. The School saw the participation of students from HSE Nizhny Novgorod and from the Southwest University of Political Science and Law (SWUPL) in Chongqing, China. We met with all of the School’s participants to see what they had to say.
HSE has held the 5th International Relations Russia-China Summer School 'Eurasia 2020: Prospects for cooperation.' The school has been held since 2011 by the Faculty of World Economy and International Affairs jointly with the East China Normal University (Shanghai, China). This year it was held with support from the Alexander Gorchakov Public Diplomacy Fund. This is the only summer school of this kind held in Russia.
