II. Mission, Strategic Goal and Objectives for the University’s Development

HSE University’s mission is based upon the national goals and strategic development objectives of the Russian Federation, which include preservation of the population, health and well-being of the people, ensuring opportunities for self-realization and cultivation of talent in children and youth, thereby creating a comfortable and safe environment for life, providing esteemed jobs and effective work, successful enterprise and successful digital transformation, as laid out in Decrees of the President of the Russian Federation No. 204 “On Russia’s National Goals and Strategic Objectives Through 2024”, dated May 7, 2018, and No. 474 “On Russia’s National Development Goals Through 2030”, dated July 21, 2020, as well as Presidential Addresses to the Federal Assembly of the Russian Federation.   

In line with its mission, the University aims to make maximum contributions to ensuring:

  • global competitiveness of the Russian educational system, e.g., through the digital transformation of contents, formats and organization of educational activities, introduction of adaptive, practice-oriented and flexible educational programmes, as well as the modernization and enhancement of the quality of education in Russia’s regions and development of network formats for cooperation between regional academic institutions;
  • forward-looking development and effective use of Russia’s S&T potential amidst radical technological transformation;  
  • secured standing of Russia among leading countries in terms of S&T development;
  • digital transformation of Russia’s economy, state and professional education;
  • maintenance of social stability, increase in longevity and the quality of life amidst social and territorial differentiation, as well as reduction in inequality;
  • opportunities for self-realization and the development of talent in children and young people with outstanding capabilities, in the context of a changing world;
  • the sustainable positioning of Russia’s research in the world amidst an unstable geopolitical situation.

HSE University’s mission draws upon and is implemented in line with the provisions of:

  • Executive Orders of the President of the Russian Federation No. 642 “On the Strategy for Russia’s Science and Technology Development”, dated December 1, 2016, and No. 400 “On the National Security Strategy of the Russian Federation”, dated July 2, 2021;  
  • Resolutions of the Government of the Russian Federation No. 313 “On Approving the State Programme of the Russian Federation ‘Information Society’”, dated April 15, 2014, No. 1642 “On Approving the State Programme of the Russian Federation ‘Education Development’”, dated December 26, 2017, and No. 377 “On Approving the State Programme ‘Science and Technology Development’”, dated March 29, 2019;
  • The strategy for the spatial development of the Russian Federation for the period through to 2025, approved as per Resolution of the Government of the Russian Federation No. 207-r, dated February 13, 2019;  
  • The national programme “Digital Economy of the Russian Federation” and national projects “Science and Universities”, “Demography”, “Healthcare”, “Ecology”, “Culture” and “Housing and Urban Environment”, respectively.

HSE University’s strategic goal is its development as a leading research and educational, analytical, consulting and project-focused institution, which is able to compete on an equal footing with best global academic institutions, act as one of the driving forces behind the modernization of the national system of education and science while making major contributions to Russia’s innovative development and global competitiveness.

This specific goal may be attained through the completion of the following objectives:

objectives in regards to securing the global competitiveness of Russian education:

  • innovative approaches to building educational processes in order to ensure maximum contributions to shaping human capital in Russia and training future professionals for the national economy;
  • promotion of Russia’s national interests in education, acquisition and local implementation of research results and best practices through cooperation with global partners;
  • implementation of R&D work and analysis at all levels of education, which are aimed at attaining the global competitiveness of Russian education, e.g., digital technologies, assessment of learning outcomes, specialized learning, academic innovation and ensuring equal opportunity in education; 
  • contributions to the development of regional educational systems and universities located in Russia’s regions, along with their academic staff;
  • development of a system of intellectual contests, aimed at identifying talented school students and youth, as well as recruiting them for studies at HSE University;
  • ensuring access of talented learners to world-class education, regardless of their social background;
  • enhancing the attractiveness of the University’s educational programmes for gifted applicants from all over the world;
  • developing and launching a digital platform for lifelong continuing education modelled on educational marketplaces and focused on young audiences at the start of their careers; this platform must provide options for assessment, issuing recommendations, evaluating skills and combining features of formal and informal learning, personalization of learning and by-request instruction; shaping a system of microdegrees;

objectives in regards to forward-looking development of Russia’s S&T potential:

  • carrying out R&D work in line with global standards affecting the priority fields of Russia’s socio-economic and S&T development, identifying promising fields and tools for S&T development in the country, industrial sectors and regions;  
  • implementing social and economic engineering, participating in forecasting efforts, as well as the project development and provision of socio-economic policy;
  • developing high tech enterprise;
  • fostering partnerships with companies that are market leaders for ensuring effective capitalization of created IP and rapid transfer of best practices to education and research;

objectives with respect to securing Russia’s global positioning:

  • intensifying the country’s intellectual influence on global processes;  
  • shaping and developing world-class academic and project teams;
  • securing top positions (in the Top-100 and Top-200 lists) of Russian academic institutions in global subject- and sector-based university rankings;   
  • recruiting the most able foreign citizens for the Russian economy who are graduates of Russia’s academic institutions and holders of higher professional and academic credentials;
  • initiating viable global change in education and research;
  • enhancing connections with leading global universities and research centres, as well as intellectual elites of both competitor and partner countries;

objectives with respect to maintaining social stability:

  • creating and diffusing effective instruments for social mobility through education;
  • providing support for social, demographic, cultural and migration policies, finding solutions for developing job markets and healthcare, reducing poverty, overcoming educational and economic failure; 
  • finding solutions for developing regions, e.g., in regards to urban environments and rural settlements;
  • preventing and overcoming the consequences of the onset of ecological problems;
  • developing socially focused non-profit organizations, charitable and volunteering efforts;

objectives with respect to digital transformation:

  • digital transformation of HSE University and support for digital transformation of the overall system of higher learning in Russia; moving to a new high quality of academic, educational and administrative processes;
  • improving accessibility in regards to educational programmes and services offered by the University for various social groups through the introduction of digital and network tools;
  • creating a system for intellectual analysis of Big Data in order to carry out tasks in long-term forecasting, analysis of markets and future-proof competencies;
  • developing a system for management consulting, which should formulate effective mechanisms for transforming scientific research achievements through applied academic research and methodological developments into tools and technologies that can improve systems for state administration and regulation of sectoral development with the application of contemporary digital technology;    
  • developing digital tools, thus allowing for the generation of qualitatively new results, primarily, in education, healthcare, societal development, social and economic policies;  
  • devising cognitive and behavioral models for individuals;
  • monitoring progress towards meeting target indicators, which, in turn, help to track performance of the “Digital Transformation” national objectives, as well as the targets and additional indicators under the “Digital Economy of the Russian Federation” national programme by 2030.
