Here is a list of crucial steps that you need to follow to address various organisational matters at HSE University. This will help you avoid any unpleasant situations during your studies.

Information about visa and migration registration (for international students)

Mandatory medical examination, fingerprinting, and taking of official photographs for international students
Starting from December 29, 2021, amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" have taken effect. These amendments now require all foreign nationals who come to Russia for 90+ days, including for educational purposes, to complete a medical examination, undergo fingerprinting, and have their official photograph taken.
Individuals who do not comply with these mandatory procedures or do so after the deadline may face penalties such as an administrative fine or a reduction in their allowed stay in Russia.
HSE University partners with City Polyclinic No. 3, where international students enrolled in state-funded places within the Russian Federation's 2024/25 quota can complete a complimentary (free) medical check-up by scheduling an appointment in advance. Information on how to register for the medical check-up will be published on the website of the HSE Visa and Registration Centre.

Student ID card
For a student ID card, please:
Bring two 3x4 color photos to the organizational meeting.
The organizational meeting will be held on 30.09 at 19:00 in room R205 (+online)If you will not be at the meeting, please bring the photos to the study office (11 Pokrovsky b., office T-725 (building T).
It is necessary to write your full name on the back side. -
Library card
Follow this link to learn more about how to use the HSE University library.
To get a library card, please complete the online registration form on the library's website (you will need your student ID card and your HSE University email to sign up). After submitting the form, you will receive your library card number, which can be found in HSE App X.

How to apply for a Social Transport card
A Social Transport Card (Muscovite card) can be issued by the “My Documents” Service Centre and be used for accessing public transportation in Moscow at reduced rates.
Step 1: Check your registration details on the website of Moscow Social Register here: Registration in the Register of Students / Postgraduate Students / Doctoral Students.
Step 2: Complete the registration procedures at the www.mos.ru portal and submit an application for a Muscovite card via your personal account. Your application will be processed within 30 calendar days. You can check the status of your application in your personal account or using this link.
If you are an international student, you will need to apply for your SNILS (a pension insurance certificate), in order to submit an application for a Muscovite student card.
How to apply for a SNILS?
A SNILS card is issued at the local PFR office (Pension Fund of the Russian Federation) or “My Documents” Service Centre, upon your submission of a personal application.Make sure to bring the following documents:
1) your ID (passport or residence permit);
2) a notarized passport (ID) translation.List of the PFR offices in Moscow:

Pass for accessing HSE University buildings
E-Passes for the 2024-2025 academic year are issued on a first-come, first-served basis.
You can apply for a pass at the following address:
- Bolshoy Trehsvyatitelsky Lane, 3 rooms, No. 114
- Pokrovsky Boulevard, 11, room Z-117, Z-101 Cultural Center
- Myasnitskaya, 11 rooms, No. 116
Working hours:
- Monday-Friday from 10:00 to 18:30
- Technical break from 13:00 to 14:00
- Saturday, Sunday – closed
To apply for an electronic pass, you must have the following:
- Students - student ID or passport.
- Foreign students - a certificate from the visa and migration support center (Migration service certificate).

Before applying for an e-pass, please make sure to submit copies of your migration documents to the HSE Visa and Registration Centre and get a relevant receipt. You can do it either during the orientation session for international students which will be held between August 27 and August 31 or by visiting the Student Service Centre in September (2.00 pm – 6.00 pm Monday–Friday).
