ICEF HSE - RIEM SWUFE Bachelor's Double-Degree Programme in Economics and Finance
About the programme
HSE University and the Southwestern University of Finance and Economics (SWUFE) in 2024 have signed a cooperation agreement to jointly offer an undergraduate double-degree programme in economics and finance. Within this collaboration, HSE International College of Economics and Finance (ICEF) is partnering with the SWUFE Research Institute of Economics and Management (RIEM), founded in 2006 as a premier research institution and provider of economics and finance education meeting high international standards.
Double-degree programme covers the requirements of HSE and SWUFE universities and gives in-depth study of professional finance and economics subjects and broad knowledge of socio-economic phenomena, contexts of financial, economic, social and cultural developments in China and Russia.
The second cohort from ICEF is currently taking second-year courses at SWUFE. And in September 2025 the first cohort of RIEM students started their studies at ICEF.

Degrees awarded upon successful completion
This programme awards graduates with two diplomas: one from the Higher School of Economics (majoring in Economics) and the other from SWUFE.

Bachelor’s degree in Economics (Major in Finance or in Economics) from SWUFE
Academic model 2+2
To get 2 degrees students study two years in Home university and 2 years in Partner university.
For RIEM students:
Year 1 and Year 2 at RIEM - students follow a standard curriculum at their Home University, and during year 2 apply for SWUFE-HSE double degree program.
Year 3 and year 4 at ICEF (HSE university in Russia, Moscow). For Thesis defense both RIEM students and ICEF students will have supervisors from both universities.
For ICEF students:
Year 1 at ICEF - students follow a standard curriculum at their Home University, and during year 1 apply for SWUFE-HSE double degree program.
Year 2 and year 3 at RIEM (SWUFE in China, Chengdu).
Year 4 at ICEF - students return to ICEF for their fourth year and Thesis defense. For Thesis defense both RIEM students and ICEF students will have supervisors from both universities.
Language of instruction
| All instruction in ICEF and RIEM is done in English.

Tuition feesThere are no additional fees.Students are only expected to pay tuition fee for the respective year of study at their Home university. |

Travel and living expenses
Travel and living expenses are to be covered by participants themselves.
For RIEM students: in 2026-2027 the first year of living in the apartment in Moscow (Amurskaya or Sevastopol) is paid for by ICEF.

Who can apply
- ICEF students enrolled in the first year of the bachelor’s programme can apply for this double degree program.
- RIEM students apply for the Double Degree Programme during Year 2 at SWUFE.
Number of places
For 2026-2027 up to 10 students may participate annually without additional payment to Partner university.
Students also can participate at their own expenses.
Selection criteria
Students should comply with the conditions and deadlines set by the Home university.
