of Russian universities are focused on vocational training for regional and local labour markets. In 2008, 44% of universities worked for the regions and cities where they are located.

The percentage of universities training specialists able to work both in Russia and neighbouring countries rose from 15% in 2008 to 22% in 2013. These results come from a survey of the heads of higher education institutions that was conducted in 2013 as part of the Monitoring of education markets and organizations by the HSE and the Levada Center. The results will be published in 2014 in the Information Bulletin ‘Strategies of the Heads of Professional Education Institutions’.

On October 29th, 2014, Alexander Klimov, Deputy Minister of Education and Science of Russia, Alexander Biserov, Deputy Head of Rosobrnadzor (Federal Service for Supervision in the Sphere of Science and Education), and HSE Rector Yaroslav Kuzminov, presented the annual monitoring of the quality of enrolment in Russian higher education institutions. The project was carried out by the Higher School of Economics and the Ministry of Education and Science in partnership with Rossiya Segodnya, an international news agency, and the Public Chamber of the Russian Federation. Below are some conclusions of the study.

Russian Universities Need New Rules and Regulations to Get into World Top Rankings

The HSE hosted the second general meeting of members of the Global Universities association on October 8. They discussed issues relating to attracting international students to Russian universities, about possibilities for the accreditation of programmes in new specialties and about the leading universities' conferring degrees.

of Russian universities do not have dormitories for students. Another 6% of institutions of higher education view the quality of their student housing as bad.

At a panel session ‘Plan of Action to Improve Higher Education in Russia’ at the St. Petersburg International Economic Forum, the heads of leading Russian universities, HSE Rector Yaroslav Kuzminov among them, and foreign experts discussed how to bring Russian universities to a new level.
