For HSE University students

Transfers are possible only during the following time periods:
- 1st - 15th of October
- 1st - 15th of December
- 1st - 15th of February
Applications outside of these dates are not subject for review.
The transfer process is regulated by the Guidelines for Transfer of Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at National Research University Higher School of Economics and Students Enrolled in Bachelor’s, Specialist and Master’s Degree Programmes at Other Academic Institutions to National Research University Higher School of Economics

Reinstatement
The reinstatement process is guided by The Procedures and Conditions for Reinstating Students Who Were Dismissed From National Research University Higher School of Economics, and for Readmitting Students to Study After Academic Leave, Maternity Leave, Parental Leave, or Childcare Leave.
Students dismissed from HSE University may apply for reinstatement within five years from the dismissal date regardless of the grounds for termination of studies, subject to the conditions outlined in this section.
Students who have not completed the degree programme
You may apply within 5 years from dismissal, but not earlier than the dates below:

| From the start of the module* following the end of one calendar year after dismissal | If you were dismissed through disciplinary procedure for violating Student Internal Regulations at HSE University, and/or Internal Dormitory Regulations at HSE University. |
| From the start of the next academic year* | If you were dismissed due to late payment for fee-based educational services.** |
| From the start of the next semester* | If you were dismissed on other grounds (for example, at your own initiative, or at HSE University’s initiative, for failure to master their degree programme diligently and follow the curriculum). |
* The start of a study period (module, semester, academic year) is a time interval as defined in the academic calendar, within a period of 10 (ten) days calculated from the first day of that study period.
** If you have an outstanding tuition debt, reinstatement is possible only after the debt is fully repaid.
Students who completed the programme but need to pass Final State Certification
You may apply within 5 years from dismissal, but not earlier than 10 months after the FSC period. You must have fully mastered your degree programme to be reinstated to pass the Final State Certification.
The latest possible reinstatement date for completing FSC (including repeat FSC) is set by the academic supervisor of the degree programme. At the same time, the reinstatement period for FSC cannot be scheduled: earlier than 1 month before the first state exam in the nearest FSC period, and later than 5 working days before that first exam.
