I welcome you on the occasion of the opening of the 20th annual April International Conference, organized by the National Research University Higher School of Economics.
Over the years, your conference has been a fixture among significant scientific and public events, bringing together renowned scientists, representatives of government bodies, experts, and business circles from many countries with its important aims and objectives. The forum is rightly famous for its wide-ranging agenda, the authoritative expertise of its participants, and its high level of discussion. This event provides a space for comprehensively discussing a wide range of important issues related to the development of Russia’s regions and our domestic economy, and the improvement of public administration and our urban infrastructure. It also allows you to develop new approaches to solving existing problems.
I am confident that the conference will be held in a creative, constructive manner, and that it will strengthen our international cooperative endeavors in the fields of education and science. I am also certain that its outcomes will contribute to the vital expertise on which Russian government projects and programmes rely.

Classical economic theory assumes that economic agents are entirely self-interested and rational in their pursuit of material well-being, and that they are not affected by external factors. As a result, externalities are not considered in any way when constructing economic models. Nevertheless, some sociologists argue for a revision of modern economic theory to incorporate the ethical dimensions of economic agents' behaviour.
