HSE to Recognize International Certificates from Foreign Applicants
Prospective international undergraduate students who submit certificates in English language and math will have them considered in their applications to study at HSE. This opportunity will be made available to applicants for fee-paying slots as part of a special competition for foreign citizens. All the details are below.
Applicants have to take exams in math and/or English if they wish to apply one of HSE’s six English-taught programmes (or for any of over 40 undergraduate programmes at the HSE Moscow campus). Detailed information on the application procedure, tuition fees, scholarships and grants can be found on the Admissions website.

The following international exams are recognized
- International English Language Testing System (IELTS),
- iBT Test of English as a Foreign Language (TOEFL),
- Cambridge Certificate of Proficiency in English (CPE),
- Cambridge Certificate of Advanced English (CAE),
- Business English Certificate Higher (Bec H).
- Advanced Placement Test in Calculus AB или Calculus BC,
- Advanced Level (A-Level) Mathematics or Further Mathematics,
- International Baccalaureate (IB) (Mathematics, standard level, higher level, Further mathematics, higher level).
Period during which exam results are valid
To apply to HSE, students must submit a certificate received no earlier than September 1, 2017.
How to use your certificate
First, register in the international applicant’s Personal Account and get an ID number. Then, apply for recognition of your certificate, using the form that will be made available on the website. Send the application to Int_exam@hse.ru and wait for a notification that this application has been accepted.
Applicants should then send a request to the organization that administers the international exam for the certificate to be sent to HSE at: 13 Myasnitskaya Ulitsa, Building 4, Room 112, Moscow, 101000, Russia, Valeria Kupina. Alternatively, certificates can be sent to HSE via email at Int_exam@hse.ru.
For Cambridge certificates (CAE, CPE, BEC H), please provide your Candidate ID and code number (four digits). This information can be received at the test centre or found on your exam registration confirmation.
Please note that certificates must be submitted to HSE no later than August 20, 2019.
Conversion of exam results to HSE grades
All international exam levels and grade scales are recalculated on a 100-point scale used in HSE admissions. Conversion charts for each exam are available on the Undergraduate Admissions website.
International certificate or internal HSE exam – what should I choose?
Applicants who have already registered for an internal HSE exam but who then decide to provide an international certificate instead should notify the moderator in their Personal Account to cancel the exam registration.
If you have already passed HSE exams, but their results are lower than what the results would be based on your certificate, you can use the certificate recognition procedure. In other words, you can take both internal and international exams and then choose the higher result.
In 2019, HSE University opened a Faculty of Chemistry, which offers a new bachelor’s programme in Chemistry. The Faculty of Urban and Regional Development, meanwhile, has opened a new bachelor’s programme in Urban Planning. International students who are interested in applying to a bachelor’s or master’s programme at HSE University for Fall 2020 may now do so online.
Graduates of HSE University’s International College of Economics and Finance (ICEF) traditionally receive their degrees against a backdrop of grand fireplaces, an oak staircase, and a balcony overlooking the Kremlin. This is because the ICEF holds its commencement ceremony at the British ambassador’s residence on the Sofiyskaya Embankment. And this is not by accident. Graduates of the ICEF’s bachelor’s programme receive two degrees from HSE and the University of London, respectively, while graduates of the ICEF’s Master’s Programme in ‘Financial Economics’ receive a degree from HSE and the London School of Economics. This year marked the ICEF’s 19th commencement ceremony.
HSE offers a wide range of master’s programmes for all tastes. There are currently 31 programmes taught entirely in English. Some, such as ‘Financial Analyst’ or Prototyping Future Cities, are more practice-oriented; others pave the way for careers in academia. International students can apply online until August 20.
The HSE University and Kyung Hee University double degree programme ‘Economics and Politics in Asia’ is currently enrolling students. Its academic supervisor, Denis Shcherbakov, spoke about the advantages of the programme, internships at Asian universities and companies, as well as the new focus on Southeast Asia.
On July 24, HSE University Rector Yaroslav Kuzminov and State Hermitage Museum Director Mikhail Piotrovsky officially signed a cooperation agreement. The university and the museum will collaborate on joint educational projects and research.
Maria Fay earned her bachelor’s and master’s degrees in Business Informatics from HSE University (2013). Today, she works at SAP and is in charge of innovation projects in Central and Eastern Europe. Students who have been accepted to the HSE bachelor’s programmes in ‘Law’ and ‘Private Law’ may simultaneously enroll in the second degree programme at the University of London to supplement their basic training. The second degree programme is also open to external students and working professionals.
