Why Politicians Don't Listen to Economists: First Meeting of Economic Policy Club Takes Place at HSE University
Participants of the HSE Economic Policy Club discussed why politics often serves the interests of a small group of people to the detriment of the welfare of the majority of citizens, and also why the government ignores recommendations from economists. At the same time, economic policy always redistributes resources, and it isn’t possible to achieve the optimal solutions suggested by economic theory.
The results of the 2021/22 international admissions campaign were presented at the recent meeting of the HSE University Academic Council. Despite the COVID-19 restrictions, 2,055 students from 156 countries enrolled this year at HSE University.

has been hosted by HSE on June 28th, 2021.
Several representatives of HSE University took part in the seventh Times Higher Education Young Universities Summit, organized jointly with HSE University on June 22-23 and held entirely online. The Summit focused on the global outlook for higher education and opportunities for new growth for young universities.
This year, International Summer University is held online for the second time. Eight courses in a variety of disciplines will run from June 20 to August 20. The summer programme brings together students from all over the world, including China, Italy, India, Norway, and other countries. The most popular courses include Politics and Economics of Energy, Challenges to EU-Russia Economic Links and Russian as a Foreign Language. Registration is still open for several courses starting in July.
At the St Petersburg International Economic Forum (SPIEF), HSE University signed Memoranda of Understanding with the University of Qatar and Hamad Bin Khalifa University. The agreements aim to strengthen the scientific potential of the universities and develop projects in teaching and research. In addition, HSE representatives took part in expert discussions at the Qatar National Pavilion at SPIEF.

International Advisory Committee Convenes to Discuss HSE University’s Domestic Partnership Programmes
On February 17, HSE University’s International Advisory Committee met over Zoom to discuss the University’s recent activity and the progress of a number of projects being implemented under HSE University’s University Partnership Programme, which aims to strengthen partnerships and academic collaboration between HSE and other universities in Russia.
How high is the risk of a full-blown financial crisis after the pandemic? Which countries and regions are most at risk? Are national governments managing to cope with the challenge of preventing economic collapse? Such topics were the focus of attention at the annual conference organised by the HSE University Faculty of World Economy and International Affairs.
How the pandemic has affected the global system of higher education, how the system will betransformed and what prospects there are for cooperation between Russian and European universities– these were among the issues discussed by representatives of HSE University and other universities, experts and officials at the digital Round Table ‘EU— Russia: New Models of Educational Process Organisation, Novel Education Practices and Internationalisation in the Post-COVID Reality’.
From Europe and America to Africa and Australia: International Admissions 2020 Attract Applicants from around the World
Every October, HSE University sums up the results of that year’s international student admissions campaign. This year, due to the pandemic, the University quickly reorganized admissions procedures and began holding all events and consultations remotely. In total, 9,324 students from 156 countries applied to undergraduate and graduate programmes at HSE University. For the 2020/2021 year, HSE welcomed 2,214 students from all over the world to its campuses. This is an 11% increase in international enrollments from last year.
In 2020 the world changed, and so did HSE. Classes were held over Zoom, exams were taken online with proctoring, Meladze performed online at the graduation ceremony, and HSE Day became Brand New. The festival’s main stage area was called ‘HSE PRO Future’—because, after all, the future is important for any university. It’s why we do what we do. This year’s International Economics Olympiad for high school students started on September 7 with an opening ceremony that celebrated the biggest and most diverse group of students yet to compete in the Olympiad, now in its third year. 29 teams from 29 countries will compete this time. The event, which is being held online due to the pandemic, will last until September 13.
On September 10, students, faculty, alumni, and viewers from all over the world will celebrate one of HSE’s biggest events together. This year, for the first time ever, HSE Day will be held online. Read on to find out what activities await guests on the four virtual stages of the online campus.
The HSE International Summer University completed its 2020 session on August 20. Due to the pandemic, the programme was held online for the first time. Students from all over the world met on Zoom to study Russian language as well as take a variety of subject specific courses and participate in informal activities.

Student international academic mobility has been an integral part of life at HSE University for a long time. Every year, hundreds of HSE students study abroad at universities all over the world. Even now, during the pandemic, many of them did not come back to Russia, opting instead to continue their studies abroad. The HSE University International Advisory Committee met online on May 19 to discuss the proposed Codes of Conduct for faculty and students, as well as assess the university’s transition to online learning.
In the event of unfavorable conditions or border closures due to the pandemic, HSE University will be organizing online learning with mandatory support from professors for newly enrolled international students. To do this, the University has all the required infrastructure.
HSE Summer University will begin on July 15 this year. All courses will be taught online via Zoom. The registration deadline has been extended until July 1, 2020.
On December 12, heads of missions and embassy representatives from over forty countries gathered in Moscow for HSE University Day for Diplomatic Missions. The event, which was held at HSE’s newly renovated Pokrovka campus, was aimed at fostering further cooperation between HSE and its international partners.
The Institute for Oriental and Classical Studies of the Faculty of Humanities has launched a Center of Iranian Studies and the Persian Language. On December 6, representatives of HSE University and the Cultural Representative of the Embassy of the Islamic Republic of Iran in Moscow signed the cooperation agreement.
On a visit to HSE University on October 18, Unilever CEO Alan Jope met with university leadership and spoke to students in an open lecture about the social mission of business.
Students, faculty, and alumni of HSE University and Erasmus University Rotterdam gathered to celebrate the 25th anniversary of educational cooperation between the two universities. Attendees reminisced about the past, discussed the future, and explored career opportuntiies at a roundtable, 'Building a Career with EUR'. The newly renovated Pokrovka complex in Moscow was one of many surprises for the participants, which included representatives of Nuffic Neso Russia and Erasmus University alumni.
On June 24, HSE University held an opening ceremony for its International Summer University. Newly arrived students from 32 countries around the globe including Germany, the US, South Korea, Saudi Arabia, and others were welcomed by First Vice Rector Vadim Radaev and Vice Rector Ivan Prostakov.
As part of the International Partners Week, a ceremony of setting up Ca' Foscari University Information Corner at HSE University took place on June 19.
On June 18, the third International Partners’ Week ‘Academic Agility: Preparing Students for an Uncertain Future’ began at HSE University. The event brings together representatives of more than 30 universities from 16 countries, including France, Italy, Germany, the Netherlands, Turkey, the USA, Finland, the United Kingdom, and China. They have all come to Moscow to learn more about the kind of learning experience HSE University can provide, as well as to discuss practical challenges and solutions regarding international mobility.
It was both productive and great for HSE University team lead by Vice Rector Ivan Prostakov to meet our partners from all over the world, and to get to know the new universities at NAFSA Annual Conference and Exhibition in Washington DC on 28-31 May 2019.
This year's theme of the International Partners Week held this past May was ‘Nurturing Global Citizens for a Global World’. Participants gathered to discuss common issues that universities face in regard to internationalisation, exchange approaches to implementing the Global Citizens concept, visit the university’s facilities, acquaint HSE SPb students with universities overseas, and, of course, enjoy St Petersburg’s White Nights.
From April 8 to April 15, a delegation from HSE visited Malaysia and Indonesia, where it continued to expand cooperation and strengthen ties between HSE and the local universities, institutions, and schools there.
On March 25-29, the 'Doing Business in Russia' Programme began its 2018-2019 Spring Semester on HSE's Moscow campus.
On March 19, 2019, HSE hosted a launch ceremony for its new India Corner, which is housed in the School of Asian Studies and will serve as an open space for dialogue and collaboration with regard to Russia-India relations. The Corner will host cultural and scientific events related to the modern development of India, as well as open business seminars between Russia and India.
HSE Gears up for Staff and Student Conference: A Look Back at the University’s International Activities
On March 20, a conference of HSE staff and students will take place at HSE. It will consider the university’s development programme and elect the new Academic Council. The previous conference took place five years ago, in 2014, and the university has changed a lot since then. For the first time ever, the Higher School of Economics hosted EduLAB, an annual conference for university leadership. Participants discussed the challenges universities face in the digital age, as well as prospects for interuniversity cooperation, specifically as part of a wider project for European universities.
A double degree implemented by HSE and Kyung Hee University in Economics and Politics in Asia was unveiled at the HSE Faculty of World Economy and International Affairs. The first enrolment in the programme took place this summer. Participants of the presentation included Lee Jin-hyun, Deputy Ambassador of the Republic of Korea; Khan Gon, Vice President of Kyung Hee University; as well as representatives from the embassies of China, Japan, Indonesia, Vietnam, and Malaysia in Russia.
HSE has hosted its graduation ceremony for students of the international programme French (European) Economic Law, which the university carries out in conjunction with long-time HSE partner Paris 1 Pantheon-Sorbonne. HSE Vice Rector Sergey Roshchin gave out the diplomas, as did Paris 1 Pantheon-Sorbonne leadership, a first in the programme’s history.
International Partner Week at HSE has brought together representatives of 25 universities from 15 countries of Europe, South-East Asia and the U.S., with which HSE has various cooperation agreements. During the event, the participants exchange information about their universities and their internationalization initiatives.
International students have been enrolled in HSE undergraduate and graduate programmes this academic year. About 800 people will study on Russian government scholarships while the rest will pay tuition fees. Compared to last year, the number of international students among first-year fee-paying students has increased by about 80%.
The 10th International Symposium of Overseas Indonesian Students Association Alliance (OISAA) will take place from July 23–26 at HSE’s Moscow campus. The event has brought together opinion leaders, experts and students from Russia and Southeast Asia to discuss the role of young Indonesians in the development of Indonesia in the fields of education, culture, tourism and healthcare.
On July 2 — 3, HSE University hosted a delegation from the National Economics University (Hanoi, Vietnam) in Moscow and St. Petersburg. HSE and NEU signed a cooperation agreement, which covers a range of areas, including the development of academic exchange programmes for students and staff, joint research projects, as well as joint cultural and recruiting events.

In its fifth year already, the HSE Summer University was officially opened on June 20th by Vice Rector, Ivan Prostakov. Over the next 8 weeks, HSE will provide almost 200 students, PhD candidates, postdocs and professionals from all around the world with the opportunity to enhance their knowledge in a wide range of fields. Less than two weeks remain until the start of the 2018 FIFA World Cup™, which is being held in Russia for the first time in history. During the tournament, the international conference 'Sport and the Future' will take place in Moscow, starting on June 29. The event will gather over 300 representatives from international sporting organisations, leading experts on worldwide sports and the heads of international and national football associations, leagues and clubs.
On March 25-29, Singapore hosted the annual forum of the Asia-Pacific Association for International Education (APAIE), which has become one of the world's leading platforms for dialogue, exchange of experience and discussion of key trends in higher education.
On 19-23 February 2018 the HSE delegation headed by HSE Rector Yaroslav Kuzminov made a grand tour in Italy visiting 7 partner universities in the North of Italy and meeting around 100 colleagues. HSE delegation members were honored to take part in theCeremony dedicated to 150th Anniversary of Ca' Foscari University of Venice  and official opening of the Academic Year 2017/2018 that was attended by Ca Foscari faculty staff and students, leaders of other local institutions and by the President of the Italian Republic Sergio Mattarella. Within the opening the HSE Rector took part in the academic procession together with Ca Foscari Rector Professor Michele Bugliesi and other 20 participants wearing their universities mantles including leaders of HSE partner universities such as Provost of University College London Professor Arthur, President of Korea University Professor Yeom, Rector of University of Naples Federico II Professir Manfredi, Rector of University of Bergamo Professor Pellegrini Morzenti and others.
 HSE cooperates with Ca Foscari University in Venice since 2012. As for now 16 students from Ca Foscari are on the exchange at HSE, and 18 HSE students study in Venice.

Each year, the HSE International Advisory Committee (IAC) meets in Moscow under the leadership of Nobel laureate Eric Maskin. Committee members focus on reorganising the post-graduate school, updating educational and staffing policies, and a number of other important issues.
The workshop on ‘Big Data and Applications’ was organized by HSE School of Business Informatics, Institut Mines-Télécom in association with CNRS MADICS with the support of the French Embassy in Russia, and the French Ministry of Higher Education, Research and Innovation.
The HSE International College of Economics and Finance (ICEF) is turning 20. The college celebrated its anniversary with a gala at the Pushkin Museum and with its largest graduating class ever.
In the latest Times Higher Education university rankings, the Higher School of Economics rose to the 351-400 category among 1,102 schools worldwide. This is an improvement on last year, when HSE was in the 401-500 group, with the university ranking fourth among the 27 Russian universities that made it to the ranking.
Representatives of about 30 international universities have come to Moscow to take part in International Partner Week at HSE and discuss cooperation agreements, joint educational programmes, and research and student exchange programmes. On June 23, a partner university fair will be held for HSE students.

From April 20 – 30, 2017, students from Radboud University Nijmegen took part in a cultural and educational programme organized by the Faculty of Computer Science as part of the ‘Information and Computer Technology in Different Cultures’ course.
The Higher School of Economics has launched the HSE International Student Information Centre Office in Indonesia and Malaysia. The university is collaborating with ImageRnR-Indonesia, which acts as an educational promotion and marketing planner to promote HSE and act as the university’s representative in Indonesia and other countries in Southeast Asia.
During his business trip to Pantheon-Sorbonne Paris 1 University, HSE Rector Yaroslav Kuzminov awarded Michel Sollogoub with the first Friend of HSE statuette in the history of the Golden HSE Award.
HSE recently committed to developing a Chinese version of the university’s Admissions site, which is the result of a joint effort by the Online Media Unit, the School of Asian Studies, and Chinese students at HSE. Rather than a ‘brochure-type’ webpage, the site contains nearly all information needed for Chinese students to enrol in undergraduate, Master’s and doctoral programmes offered by HSE. This means that a prospective students from China are not only able to read about HSE, but to complete an online form and even check whether they can receive a scholarship.

Participants of the ‘Big Data Applications’ research workshop, which took place in the beginning of December, discussed big data and prospects for Russian-French cooperation in this area. The workshop, held at HSE, brought together about 50 participants from leading research centres, universities, governmental bodies and IT companies in both Russia and France.
The University has adopted new regulations on the formats used in signs, pointers and announcements regarding events held within University grounds. They will now need to follow one template and must display the names and contact details of those responsible for the event.
