According to the requirements of the Ministry of Education and Science, each researcher takes responsibility for project administration and final reporting, while the university must provide suitable conditions and facilities for research.

The first such competition was held in 2010 and since there was so much interest from the international research community and Russian universities, the Ministry of Education and Science decided to conduct a second competition.

The selection of the winners was organized in line with international standards. Expert groups in specific areas of science examined the applications. The expert groups were made up of 1299 people, 609 of them being foreign experts and 690 from Russia.

Last year two of the HSE’s applications also won the open public competition of the Ministry of Education and Science for state support of research conducted in Russia under supervision of leading scientists – the application by the HSE Faculty of Mathematics to attract of Fedor Bogomolov, Professor at the University of New York, and the application by the Saint Petersburg branch and the Faculty of Sociology to bring Ronald Inglehart, Profesor at the University of Michigan to the HSE. As a result, Prof. Bogomolov runs the HSE Laboratory of Algebraic Geometry and Its Applications and Prof. Inglehart heads the Laboratory for Comparative Social Research at the HSE Saint Petersburg Branch.
