Responsibilities
I. Sergey Roshchin coordinates the following activities:
1. implementation of degree programmes;
2. licensing and accreditation of HSE and its regional campuses with respect to academic activities;
3. external expert analysis for the purpose of evaluating the quality of HSE’s educational processes;
4. teaching and learning activities of HSE’s departments, which offer doctoral programmes;
5. coordination of HSE’s partnerships with other Russian institutions of higher learning, as well as educational organizations, including the Association of Leading Russian Universities in Economics and Management;
6. eLearning projects and the use of long-distance learning technologies;
7. HSE’s activities related to continuing vocational education, degree programmes (Bachelor’s and Specialist), and educational projects with targeted funding.
II. He also performs the following duties:
1. Coordinates the work of the following administrators:
- Anna Korovko, Senior Director for Full Degree Programmes;
2. Coordinates the operations performed by the following departments:
- Degree Programmes Department;
- Doctoral and Post-doctoral Programmes Office;

- Teaching and learning offices, curriculum support units, and managers of educational programmes;
- The following units of the HSE International College of Economics and Finance: curriculum support units for undergraduate and Master’s programmes, as well as its teaching and learning office.
III. Signatory powers
- Mr. Roshchin is responsible for signing official documents regarding matters involving students, as well as organization of study processes and support for students in graduate and continuing vocational education programmes;
- He also is responsible for signing directives, letters, requests, reports, formal notes, certificates, and responses to requests from governmental agencies, local administrations, companies and organizations, as well as other documents related to his purview;
- Mr. Roshchin is responsible for signing education-related documents in the absence of First Vice Rector Vadim Radaev.

Working while Studying Can Increase Salary and Chances of Success
Research shows that working while studying increases the likelihood of employment after graduation by 19% and boosts salary by 14%. One in two students has worked for at least a month while studying full time. The greatest benefits come from being employed during the final years of study, when students have the opportunity to begin working in their chosen field. These findings come from a team of authors at the HSE Faculty of Economic Sciences.
Neural Network for Assessing English Language Proficiency Developed at HSE University
The AI Lingua Neural Network has been collaboratively developed by the HSE University’s AI Research Centre, School of Foreign Languages, and online campus. The model has been trained on thousands of expert assessments of both oral and written texts. The system evaluates an individual's ability to communicate in English verbally and in writing.
‘Our Students Will Be Happy to Visit HSE Campuses in Moscow, St Petersburg, and Other Cities’
On September 26, 2024, the HSE Administration held a meeting with a delegation from Azerbaijan at the HSE historic building in Pokrovsky Boulevard—the Durasov House. Representatives from higher educational institutions discussed potential areas of cooperation. An agreement was also signed between HSE University and Baku State University.

Programming & Real Life: Results of the PROD Olympiad
The HSE Cultural Centre recently hosted an awards ceremony for the winners of the PROD Olympiad. This is the first-ever industrial IT-development competition for 9th–11th graders in Russia, organised by HSE University, Tinkoff Bank, and the Central University (Moscow). About 4,000 people from 89 regions of Russia, as well as from Kazakhstan, Belarus, Armenia, China, and Turkmenistan, participated in the qualifying stage, with 43 people emerging as eventual winners.
HSE University to Reward Students Who Write Their Thesis Using AI
HSE University has launched a competition for solutions using artificial intelligence technology in theses work. The goal of the competition is to evaluate how students use tools based on generative models in their 2024 graduation theses (GT).

HSE University has proved its leading position in the first group of the ‘Research Leadership’ field under the Priority 2030 programme. The university has also received the highest grant for teaching digital competencies to students, demonstrating its educational leadership in the fields of digital technologies and AI.
Foreign Language Specialists Share Insights from Teaching and Research Experience
On November 29–30, HSE University hosted the Third International Online Conference 'Languages, Education, Development' (HSE LED Conference). ‘We Managed to Create a Unique Space for Inter-University Cooperation’
HSE University and the Russian Orthodox Church Saints Cyril and Methodius Institute for Postgraduate Studies (IPS) have celebrated a decade of cooperation and signed an agreement to continue their collaboration. Over the years, 45 people have graduated from each of the two joint master's programmes, an inter-campus minor is operating, and the HSE Centre for Religion and Law has been established.
HSE Academic Council Sums Up the Results of Admission Campaign
For the first time, HSE University has moved up to second place based on the average score of applicants enroled on state-funded bachelor's programmes. The implementation of the concept of ‘four campuses — one university’ has led to an increase in the number of applicants and the quality of admissions at the regional campuses. As well as this, enrolment on online programmes has increased by more than 50%. Despite a slight reduction in the number of international applicants due to external factors, the university has maintained its rigorous selection policy for prospective students. Among foreign countries, China has the largest number of students applying for HSE’s master’s programmes.

HSE University Studies Human Capital as Part of Consortium
The Human Capital Interdisciplinary Research Centre (HCIRC) is a world-class research centre comprising a consortium of HSE University, RANEPA, MGIMO University, and the Institute of Ethnology and Anthropology of the Russian Academy of Sciences (RAS). ‘One of HSE University’s Strategic Goals is to Make Quality Higher Education Accessible to Students from all Corners of Our Country’
The first graduation ceremony for the joint HSE University and Far Eastern Federal University (FEFU) Bachelor’s Programme in Economics took place in Vladivostok. 43 students were each awarded two diplomas. The programme, launched at the School of Economics and Management of Far Eastern Federal University in 2018, gives students the opportunity to master Russia's strongest programme and earn a diploma from HSE University without leaving the Far East. HSE University currently offers 11 double degree programmes at undergraduate and graduate level with nine Russian universities.
More than 10,000 HSE Students Pass Digital Skills Exam

HSE University Launches Its Own Independent English Exam
The exam has been developed by the HSE School of Foreign Languages in compliance with all relevant international standards. On May 13, the Independent English Language Examination Centre opened in the HSE University building on Staraya Basmannaya Ulitsa, and the first students took the exam on May 16. In the future, the opportunity to take an independent assessment at the Centre is expected to be available not only to HSE students, but also to students from other universities, schoolteachers, and corporate clients.

Creative Industries, Social Protection Measures, and Research Income: HSE in 2022
A regular session of the HSE Academic Council considered the key aspects of university’s operations in 2022. In particular, the business plan for 2022 and the planning period of 2023 and 2024 was approved, the decision to rename the Faculty of Communications, Media and Design to the Faculty of Creative Industries was made, and the Regulations on Organization of Interim and Ongoing Assessment of Students were approved.
Seven Days Until eSTARS 2021 International Academic Conference

HSE University Researchers Investigate Why Many Russians Oppose Vaccination
Despite the risks associated with COVID-19 infection, many Russians either refuse to get vaccinated or are uncertain and hesitant about the practice. HSE University Undergoes Staff Changes in Senior Management Team
Sergey Kadochnikov, Director of HSE in St. Petersburg since 2013, has announced his plans to leave his current position. Anna Tyshetskaya, current Vice Rector for Education at Immanuel Kant Baltic Federal University, will take over as Director of HSE University’s campus in St. Petersburg. HSE University Attracts More International Students

Nikita Anisimov Appointed Acting Rector of HSE University
On July 2, Mr Anisimov was introduced to the HSE Academic Council at its meeting at HSE campus in Pokrovka. At the meeting of the Rector’s Council on June 23, seven issues were considered, including the vaccination of staff and students, postgraduate and dissertation councils, the development of a Continuing Professional Development (CPD) programme at the University, and the HSE library. HSE University's New Master’s Standard
At the end of 2020, the Academic Council of HSE University approved a new educational standard for Master’s programmes, which expands learners’ options in designing their own educational trajectories. It also places a bigger emphasis on project work. HSE University to Take Action on Grade Inflation
HSE University’s administration is determined to prevent the lowering of grading standards for students’ academic performance. Teachers will be receiving new grading guidelines in the next two weeks. The proposed grading criteria will become mandatory for all courses. Other measures are planned as well. The list of such measures was discussed by the Rector’s Council on June 15.

The 2020 eSTARS conference, organized by HSE University in partnership with the global educational platform Coursera, has commenced. For the first time in its history, the event is being held entirely online. HSE University Announces Four Master’s Degrees on Coursera
Degrees in business, technology, and data science will enable students around the world to prepare for the jobs of tomorrow. HSE University and Coursera today announced four new online degree programmes at global higher education conference, eSTARS. With upcoming English-language master’s programmes in business analytics, computer vision, data and network analytics, and finance, HSE now has five fully online degrees on the Coursera platform.
HSE University Master’s Programmes to Follow New Educational Standard
The University Academic Council has approved a new educational standard for HSE Master’s programmes, the main feature of which is an higher degree of student freedom and flexibility se in student choice. Master’s programmes may consist of several tracks, each overseen by an academic track supervisor—a new key figure in the educational process.

45 Students Admitted to HSE’s New Combined Master’s-PhD Track
HSE University’s new combined Master’s-PHD track programme received 212 applications from first-year master’s students this year. Of these, 45 students were admitted to the track to study at a combined total of 17 doctoral schools at HSE. The combined Master's-PhD track, which was launched just this year, provides a new form of support for students who study in state-funded slots and intend to pursue careers in academia.

Starting October 26, 2020, lectures at all HSE University campuses will be held online. At the same time, the University’s buildings remain open to students and staff. Seminars will mostly remain offline. However, it is possible that some will also be transferred online.

This year, HSE University has maintained its position in the 251-300 range in the Times Higher Education World University Rankings. The University ranks among the top 3 Russian universities along with Moscow State University (which ranks 174th) and the Moscow Institute of Physics and Technology (which ranks in the 201-250 range). In the THE’s global ranking of the best universities for research, HSE ranks 199th.

HSE University Launches Russia’s First Online English-Taught Master's Programme
This academic year, HSE University will begin admissions to its new online Master's programme in Data Science, which will be offered on Coursera, the world’s leading online learning platform. The application deadline for admission to the programme is December 6. Courses begin in February. Upon the successful completion of the programme, students will receive a Master’s degree from HSE University, which is internationally recognized.
